Tender description
An emergency social service outside of normal office hours, to deal with emergency situations that cannot wait until the next working day. Provision will be across 4 Local Authorities: London Borough of Havering, London Borough of Barking and Dagenham, London Borough of Redbridge and London Borough of Waltham Forest. We intend to commission the service for a contract period of 3 years, with an indicative cost range of between 432 500 GBP and 500 000 GBP per annum (i.e. maximum total contract value of 1 500 000 GBP); The total cost will be divided between all 4 Local Authorities. The successful provider will be required to: — Provide an emergency out of hours social work service for Adult and Mental Health service user groups. — Provide Approved Mental Health Professionals (AMHPs) to undertake mental health assessments where needed, thus discharging this duty of provision on behalf of the four Local Authorities. — Safeguard people in an emergency — who are at risk of harm for some reason. All such safeguarding interventions will be in accordance with the respective procedures and reporting protocols of each Local Authority. — Identify, assess, prioritise and deal effectively with emergencies. — Provide essential information to promote people's health, well-being and safety and facilitate choice and control for service users and carers. — Work with other professionals; Children services, Hospitals, housing, care providers, voluntary sector, ambulance service. — Maintain electronic records of all calls activity. — Provide a referral response within 30 minutes. This service is expected to deliver a responsive front-line emergency service with the following outcomes: — Service Users are kept safe; — Service Users feel supported; — Service Users are treated with dignity, respect and as an individual; and — Service Users experience better health and welfare. Indicative Timetable for Tender: 1) Publish Tender — late October 2017 2) Tenders submitted — November/December 2017 3) Publish intention to award — Mid-February 2018 4) Award — March 2018 5) Contract start date — May 2018 Providers should be aware that the service will: — Transfer 7 full time permanent staff under TUPE arrangement from the existing provider, in accordance with the Transfer of Undertakings (Protection of Employment) Regulations.
