TP for RIS — Technical Partner for Future Road Investment Strategy team (RIS) We are seeking to procure technical advice and support for the Future RIS team in developing Highways England's strategic planning capability (people, processes and systems) for the next Road Investment Strategy (RIS2). RIS2 is a critical activity which will set the plan for investment in England's strategic roads for 2020-2025 and beyond. It is the first time the statutory process will be run in full so it will set important precedents for future RIS and it is time critical with a key deliverable — the Strategic Road Network Initial Report — due later this year. The successful supplier would be expected to have extensive experience of regulated infrastructure sectors and investment planning at national level. They would be required to be proficient in designing, developing and embedding relevant services namely strategy development, programme management, stakeholder engagement and communications and busi. As the supplier develops the company's strategic planning capability, the requirement for technical advice and support is expected to reduce. The contract would cover up to 3 phases of work lasting up to 3 years, subject to review towards the end of each phase.
