Tender description

Bids are invited to establish a framework for Receipting and Recycling of Segregated and Mixed Inert Materials and Hazardous Waste and purchase of recycled aggregate for two years with an option to extend for up to two twelve monthly periods or twenty four months in total. Successful bidders will be required to provide the services as set out within the Individual Lots. Requirements include a minimum level of landfill diversion and the recycling process must comply with WRAP Aggregates from Inert Waste Quality Protocols. Inclusion on the Framework does not guarantee work. The Council gives no guarantee as to the composition of inert waste or inert waste tonnages. Typically this will be used by the Council's Highways department (tenderers should satisfy themselves as the potential types of inert material that will be delivered to the facility from the Highways Operations) and any department or employed sub contractor within the Council may also utilise this Lot. Lot 1 is concerned with construction/demolition waste as a result of the Council own works activities which are collected at and transported from each individual site being worked on, it is not likely that commercial or domestic waste would enter this source, however no guarantee can be provided regarding the source of the materials. The Council does not bind itself to any fixed quantities of materials and inclusion on the Framework Agreement does not automatically guarantee work. However for information purposes, and to assist Tenderer(s) in establishing tender rates, the estimated tipping requirements for Lot 1 are approximately 4 000 tonnes per annum. All information, where possible, in the possession of the Council regarding existing and future waste flows shall be made available to the bidders along with any planned service changes that may impact upon the quantity and composition of Waste dealt with under this Framework Agreement. Bidders shall give consideration and make allowances for future changes in Waste arising's and composition and shall ensure that the technical and operational processes employed are sufficiently flexible to meet performance requirements and/or recycling requirements throughout the Framework Agreement Period. The Council intends to award Lot 1 to no more than 3 bidders should numbers be sufficient, or if scores are tied at third place, in which case the bidder who has offered the lowest priced weighting will be at third place and will be accepted onto the framework. During the course of the framework successful bidders will be utilised on a job by job basis having considered the most economically advantageous bid in terms of price per tonne, quantity, proximity of the site, mileage and time to get to the facility as excess distances (over and above that of the nearest suitable/cost effective facility) will adversely affect the viability of a bidder at any given time. The materials will predominantly be from the Council's Household Waste Recycling Centres (HWRC's) and the Council's Highway operations, however any department, or employed sub contractor, within the Council may utilise this. Materials will be deposited by the Council's own vehicles. The material collected and/or acquired by the Council is deemed to be Municipal Waste, therefore the majority of inert waste materials stored and collected at the HWRC's Sites are from domestic waste streams given that traders are not normally permitted to deposit wastes at these sites. However, it is accepted that some commercial inert Waste may enter from this source, so no guarantee can be provided regarding the source of the materials. During the course of the framework successful bidders will be utilised on a job by job basis having considered the most economically advantageous bid in terms of price per tonne, quantity, proximity of the site, mileage and time to get to the facility as excess distances (over and above that of the nearest suitable/cost effective facility) will adversely affect the viability of a bidder at any given time. Please refer to the ITT Documentation. Facility to receive and dispose of Hazardous waste materials from our Highways maintenance operations (including Bitumous materials). This may also be utilised by other departments, or employed sub contractors, within the Council. Lot 3 is concerned with construction/demolition waste as a result of the Council own works activities which are collected at and transported from each individual site being worked on, it is not likely that commercial or domestic waste would enter this source, however no guarantee can be provided regarding the source of the materials. Quantities of Hazardous materials will be varied depending on individual work packages, as this will be on an as needed basis, however tenderers should consider that bitumous materials are often required to be disposed/recycled of for the Council's Highways Operations teams, previous quantities are estimated as below 100 tonnes per annum but this may increase or decrease as required. The Council intends to award Lot 3 to no more than three bidders should numbers be sufficient, or if scores are tied at third place, in which case the bidder who has offered the lowest priced weighting will be at third place and will be accepted onto the framework. Purchase of recycled secondary aggregate including but not limited to: BS EN 12620 or equivalent — Aggregates for concrete; BS EN 13139 or equivalent — Aggregates for mortar; BS EN 13043 or equivalent — Aggregates for asphalt and surface treatments; BS EN 13242 or equivalent — Aggregates for unbound and hydraulically bound uses; BS EN 13285 or equivalent — Type 1 granular sub-base and other unbound mixtures; 0 — 4 mm fine sand; 0 — 6 mm course sand; 6 — 10 mm pipe bedding; 10 — 20 mm pipe bedding; 20 — 40 mm clean stone; 45 — 100 mm clean stone. All recycled aggregates provided (including all products supplied in addition to the Core products) under this framework should be recycled to BS/EN conformity and the WRAP Quality Protocol. The purchase of secondary aggregates will be ad hoc on an as needed basis and may be utilised by any department within the Council for a variety of different requirements.
