Summary of the work This requirement is to source and appoint a technology partner for OSCT IT that can be flexible and reactive in providing the full range of agile development services on a rate card basis using open source code and demonstrate full compliance with Government Digital Services standards. Expected Contract Length 2 Years Latest start date Monday 20 November 2017 Budget Range OSCT has a budget of up to £2.0M to cover the two year period Why the Work is Being Done OSCT IT is the technology delivery function for the OSCT. It works with OSCT to define technology requirements, design appropriate solutions and to deliver them quickly and effectively – making a real difference to achieving fast moving and reactive OSCT strategies and objectives. Initially there are four priority projects which need resourcing to deliver digital outcomes: 1. OSCT – “Prevent Communications” 2. OSCT - Prevent Desistence and Disengagement Programme Case Working Tool 3. OSCT - Joint Security and Resilience Council Website development 4. OSCT – “WE PROTECT” - GDS Compliance Support Problem to Be Solved Organisational change in the Home Office has resulted in centralised IT technical services being dispersed. As a result OSCT IT needs to source and appoint a technology partner for a two year period that can be flexible and reactive in providing the full range of agile development services using open source code and demonstrate full compliance with Government Digital Services standards. Who Are the Users OSCT IT is responsible for maintaining and improving current and future OSCT IT services. Users include, but are not limited to, the public, police, security and enforcement agencies, Other Government Departments and private sector partners in the security industry. Work Already Done Some initial Discovery work has been undertaken on the “We Protect” work stream. The remaining three work streams need to be defined and initiated. In all practical terms the four work streams have not been started – but all four are deemed to be very high priority. The appointed supplier will initially be required to undertake stakeholder engagement across all four work streams in order to define User requirements and provide outline design proposals. Existing Team The appointed supplier will work primarily with representatives from the OSCT business area, as well Home Office Digital Data and Technology resources. The WeProtect work stream will require the appointed supplier to work alongside an incumbent contractor. The appointed supplier may at some point in the future be required to effect formal skills and knowledge transfer to permanent appointees. Current Phase Not started Skills & Experience • Capability to offer available and appropriate skill sets and SC cleared personnel and commit to mobilisation immediately after contract award • Extensive experience of writing for the web, with proven ability of creating content that is accessible, meets the user’s needs and is GDS Standards compliant • Exceptional skills in convincing people that user needs and a usable approach is the only way to present information • Proven experience in using metrics, user feedback and a variety of user research methodologies to define/refine content, and choosing the best way to present this to the user • Proven experience of working within a web application development environment, proficient in writing Markdown, picture sourcing and editing • Exceptional analytical and problem solving skills • Strong negotiation and persuasion skills to develop and deliver recommendations based on clear and factual evidence • Experience in working with very senior stakeholders and figures • Exceptional organisational skills, experience of planning, road mapping projects and proven track record of working as part of a multidisciplinary team. • Excellent analytical, problem solving and risk management skills • Experience in working within a web application development environment Nice to Haves • Strong relationship management and communications skills • Experience in working with Government, Civil Service or Public Sector organisations • Experience in delivering high quality results to short deadlines • Experience in working with a variety of internal and external stakeholders • Experience in managing large projects or programmes Work Location Home Office, 2 Marsham Street, London, SW1P 4DF The Supplier will need to be present in 2MS to attend meetings and updates with HO Staff, but will not need to work exclusively at 2MS. Travel to the suppliers site by the project team will also be possible for specific requirements as and when necessary. Meetings can take place at either our offices or the suppliers offices depending on meeting room and attendee availability. Working Arrangments Initial face-to-face team meetings are key for the success of the project. The appointed supplier must commit to work to Agile working principles and methodologies as per GDS guidelines. Sprints can be a mixture of both face-to-face meetings and video conference calls depending on requirements at any given time. Security Clearance Given the urgent nature of initialising these four work streams the appointed supplier is required to provide resources with a minimum of Home Office accredited SC clearance Additional T&Cs Suppliers must offer “fully open source” code in accordance with GDS guidelines avoiding supplier lock-in. The solution must be a Public Register to display the published list of licences The system needs to link in to other Government sites (e.g. GOV.UK.PAY, GOV.UK.Notify, GOV.UKVerify etc.) Any “fully open source” code that is readily available for re-use should be a preferred option. No. of Suppliers to Evaluate 3 Proposal Criteria • Approach to on-boarding, mobilisation and integration into the existing projects • Range and depth of SFIA skill sets that can be provided • Home Office accredited SC clearance of proposed resources • Ability to mobilise quickly and assimilate the bow wave of work • Demonstrable success in applying Agile techniques • Ability to flex resource (increase & decrease) within work streams • Cost transparency and value for money Cultural Fit Criteria • Experience of working with Government departments such as the Home Office • Evidence of how the supplier integrates with an existing team, takes ownership of problems and resolves issues • The ability to work within the spirit of the Civil Service code, as at https://www.gov.uk/government/publications/civil-service-code • Experience of successfully managing relationships with other suppliers - especially SMEs • Willingness to transfer knowledge & skills to Civil Servant team members Payment Approach Capped time and materials Evaluation Weighting Technical competence 60% Cultural fit 15% Price 25% Questions from Suppliers 1.
