Why the Work is Being Done Home Office Live Services is going through a transformation with a new operating model recently introduced. Live Services needs to ensure that the organisation is appropriately structure and supported by: • Properly defining the future structure of the Live Services organisation and introducing the ability to support organisational changes in a strategic manner; • Equipping the leadership team with the right skills and leadership qualities to support, motivate and drive through the changes efficiently; • Ensuring the information required to support the effective functioning of the department is available with robust data on people, estates and money. Problem to Be Solved Live Services currently has generalist resources covering multiple capabilities which means there is a lack of specialised, industrialised support for these capabilities. The capability for deciding on the interim and future organisational design needs maturing. This will allow for better decision making regarding areas such as: • Specialist resource allocation; • Diversity and resilience planning; • Roles and responsibilities definition; • Long term workforce planning. Ensure the organisation is appropriately structured, the senior management is appropriately skilled and trained in order to lead the organisation and that the appropriate business management systems in place in order to support that organisation. Who Are the Users The Live Services Business Management function is the primary user group for the work. The organisational design capability and the ownership of the management systems will sit with the Business Management team. There is some scope here for the Supplier to define the most appropriate group for the operation and use of each system. Early Market Engagement None Work Already Done Some high level requirements and outputs for the management systems and the operational design work have been documented. The Business Management team currently produces MI through a number of regular reports however this reporting is very manual. HODDaT are currently piloting a tool called OrgView and this will need to be incorporated into the overview toolset for the Business Management Systems if the pilot confirms this tool will be adapted by the Home Office. A Project Initiation Document (PID) has been written as part of the LST programme for the leadership development training. Existing Team The existing Live Services Transformation programme team will manage the project and the SRO will be the Head of Business Management. Two business analysts in the Live Services Business Management function will be available part-time to assist with the training needs analysis and training plan development although, depending on the Supplier’s suggested approach, their involvement may not be required. Current Phase Not applicable Work Location 2 Marsham Street, London and Apollo House, East Croydon. Occasional travel to other Home Office locations may be required. Working Arrangments Onsite full-time 5 days a week. Co-located with other Home Office. Security Clearance SC Security Clearance is required to operate on this project. Must hold or be willing to undergo security clearance (SC). Additional T&Cs Skills & Experience Past experience delivering organisational design projects Past experience establishing organisational design and development capabilities Past experience developing and delivering training strategies for senior management Past experience with management systems in the following areas: o Management information; o Resource management; o Financial management Past experience successfully delivering change in an IT operations environment Past experience delivering transformation programmes in service based organisations Past experience of working within the Public Sector; and Ability to provide project resources that are flexible in their location of work Ability to demonstrate the successful outcomes against the three specialist areas Experience of working in transforming Service Management functions Experience of delivering these capabilities in SIAM structured support services Nice to Haves Experience working in “rainbow teams” of mixed customer staff, other suppliers and contractors No. of Suppliers to Evaluate 4 Proposal Criteria The match to the essential skills and experience outlined above Proof of past experience where the supplier has successfully applied the essential skills and experience required in this DOS request in similar transforming SIAM environments This will be documented through: o Case studies; o Examples and demonstrable experience. Demonstration of relevant experience in delivering training to senior management Most economically advantageous bid as evidenced in the rate card for each type of resource the Supplier is able to provide Cultural Fit Criteria The cultural fit with the Home Office will be evaluated using the following criteria: Past experience of working within the Public Sector; and Ability to provide project resources that are flexible in their location of work Ability of the Supplier to demonstrate the Home Office Values, which are: Commitment to excellence Open and collaborative team approach Flexible working Commitment to team working Shares skills and knowledge Payment Approach Fixed price Assessment Method Written proposal Evaluation Weighting Technical competence 50% Cultural fit 15% Price 35% Questions from Suppliers Budget range
