Summary of the work A strong business technical analysis team to validate the work undertaken to date and to infill gaps prior to developing the following •HLED: future state architectures (Enterprise, Project, Application) •Gap analysis: current and proposed future state •Potential for application reuse in the new design •Implementation Road Map •Role/scope of suppliers Expected Contract Length Six months Latest start date Tuesday 31 October 2017 Budget Range The NMC have allocated a maximum £600,000 budget. This budget will be required to be expended either in part or full before 31 March 2018. The NMC is seeking a supplier to deliver on jointly defined and agreed outputs through a periodic draw down of resources in an adaptive fashion from the contract. The successful supplier must provide a core constant and consistent governance team who will take responsibility for delivering all products and work jointly with NMC to develop individual costed propositions of work resulting in products which make up the HLED. Why the Work is Being Done To deliver our corporate strategy and Target Operating Model the NMC require an HLED. This will provide NMC with a: -Definitive view on the current state of the organisation -Clear and unambiguous definition of the future state of the organisation’s processes, information and technology and that will deliver on the defined benefit -Proposed set of improvement projects supported by a roadmap with transitional in the context of a sourcing strategy including re-use -Accurate root cause and impact analysis of the proposed changes -Clear definition of what current and future projects will deliver which components of the target enterprise and benefits Problem to Be Solved The NMC requires a fundamental programme of change to deliver our strategy of becoming a modern and cost effective regulator within the health sector. Our transformation needs to encompass: -Workforce, people and culture -Business and technological transformation -Strategic collaboration -How the services and technology are delivered And to achieve this we will need to: -Invest in data and intelligence capability -Develop 21st century IT and business capability to transform how we work -Establish a new operating model with customer centricity that enables our public protection remit -Procure the right suppliers to deliver the enabling contracts and business change Who Are the Users As a nurse or midwife I should be able to conduct all my transactions (registration, annual fees payment, receive information and registration case management) with the NMC so that I can be kept informed and use the service at a time which suites my shift patterns. I expect the NMC to do this cost effectively as I, not the NHS, have to pay my fee. I want to know my registration status and interact with the NMC in a timely manner using digital media wherever possible. Early Market Engagement None of any significance Work Already Done The NMC has completed the following: • Vision & Strategy for the NMC • Target Operating Model • IT Strategy - which specifies Cloud first and Microsoft suite • Enterprise Architecture - Operating Model • Business Capability Model Existing Team The Supplier will work with a blended multi-disciplined Transformation Team which includes but is not limited to: • Programme Manager • Sourcing and Procurement Manager • PMO • Change Lead • Communications Lead • Solution Architects • Project Managers • Business Analysts • Service Users Additionally, the Partner will be required to work with NMC's existing incumbent partners/suppliers. Current Phase Not started Skills & Experience • Demonstrable experience of designing and delivering end to end HLED including relevant case studies – Please provide a 500 word overview of understanding of HLED and three case studies • Demonstrable evidence of business process/business led design and expertise delivered a technology enabled implementation –provide 3 case studies with a 500word explanation of how clients realised the benefits post implementation. • Strong experience of delivering projects/programmes in-line with the Government Digital Service’s Design Principles and Digital Service Standards – please provide a 500 word statement of understanding and capability. Nice to Haves • Demonstrable experience and expertise in lean principles – please provide 500 word overview of your credentials in lean principles in a designing a transformed enterprise • Experience and understanding of Microsoft Dynamics: please provide a 500 word overview of credentials/experience for tuning an HLED which can be delivered with minimal configuration of MSDynamics and associated products • Experience knowledge and understanding of a regulator and how it deliveres services to its registrants: please provide a 500 word statement of understanding and relevant expaserience. Work Location Nursing & Midwifery Council 23Portland Place London Although the NMC also have offices in Edinburgh, Cardiff. There may be a requirement for the partner to attend or work from any of these locations. Working Arrangments NMC wishes to form a close working relationship which will deliver the HLED collaboratively. NMC requires the HLED team to co-locate with its own Transformation team and work alongside the NMC and with it's current incumbent suppliers/partners. Best value shall be determined by aggregated day rate pricing of the completed SFIA rate card and the estimated cost of the HLED. An estimate of the cost of delivering the work by the 31st March in the context of the plan which will form the ‘envelope of cost’ for the term. Security Clearance None required Additional T&Cs It is anticipated that additional NMC specific Terms and Conditions will be added to the standard call off contract. Full details of any such additions will be included within the RFP however these are likely to be around the ways of working, governance and quality assurance and acceptance. No. of Suppliers to Evaluate 6 Proposal Criteria • The methodology proposed in the context of calling off deliverable including the credibility of the plan. • Full Product description of the HLED, the Business Case and the Road Map • Approach to rescuing programmes/projects started with another supplier and validating pre-existing material Cultural Fit Criteria • Approach for collaborating with internal resources of an organisation with specific skill sets attuned to the development and delivery of organisational wide High Level Enterprise design. • Approach to Stakeholder Management, Final QA and acceptance of the delivered products and securing buy-in from sponsors Payment Approach Capped time and materials Evaluation Weighting Technical competence 50% Cultural fit 20% Price 30% Questions from Suppliers 1. Each question requests a 500 word answer but, via the portal, we are limited to 100 words each question. Can you confirm that we answer as best we can within the 100 word limit of the DigitalMarketplace portal and if selected for ITT provide expansion then? Understand, please do the best you can to set out your relevant experience in 100 words, we shall seek further detailed clarification in the next stage should you be selected. Thank you for your interest. 2. Can you please confirm that the 500 word responses have been agreed with CCS as to date we have only ever been able to submit 100 word responses per criteria. This has not been agreed with CCS. Please see Q&A1 above. We shall be seeking further expansion and clarification of experience in the RFP once the shortlist has been identified. 3. Can you please confirm what EA tools you are using to support the stakeholders understanding of different goals, processes, strategy, etc NMC has selected EA Sparx . The EATeam supporting transformation are being trained in its use and it will be the base tool for the duration. The modelling language Archimate3.0 in conjunction with TOGAF have been adopted and gives the NMC a working framework for EA. Suppliers are expected to embrace these standards and tools. As a minimum the successful supplier is asked to deliver artefacts at the end of the assignment into the EA Sparx tool for use thereafter, but it is preferred for a supplier to utilise the system as the main tool as part of the engagement. 4. Would you be open to partnering with an organisation outside of London? Yes, NMC welcomes interest from any location. Cost of travel and subsistence is constrained by the framework and contracting arrangements. 5. Please can you confirm what 'HLED' stands for? HLED = High Level Enterprise Design 6. Noted that 100 words will suffice. Would you still want 3 case studies for each question, or just 1 as is usual on DOS? If 3, do you need the evidence described against each of the 3, or just names for 2? 100 words is not much space to give evidence against three case studies. Apologies; the buyer (NMC) does not see what the supplier has to contend with when responding to an opportunity. We will be wanting 3 case studies as part of the RFP should you be short listed. Please assure the NMC that you have three case studies: supply names if space permits after you have given some indication of capability etc. 7. Will the material listed under "Any work that’s already been done" be released to shortlisted bidders? Yes, the RFP with contextual documentation will be released to shortlisted suppliers. 8. Could you elaborate on the 'Experience and understanding of Microsoft Dynamics' requirement in terms of what type of experience/understanding is relevant. e.g. Do you need 3 case studies / evidence of actual Dynamics development experience? Or is it more of an architectural/project/BA requirement to know where Dynamics is appropriate and how to deliver changes against it? MSDynamics(MSD) has been selected as the application of choice through which the transformation will be delivered. NMC need a supplier who determine the business drivers which shape the Enterprise Design(ED) and secondly, can backcast MSD possibilities into the ED. This means MS should be allowed to influence the ED thereby optimising the configuration opportunities and re-use and minimising bespoke application developments. NMC needs to supplier who understand this, has got examples of where MSD (or similar) has been allowed to influence the ED. Experience of MSD is important as is architectural/project/BA acumen to know how to deliver change against it. 9. Please can you advise who your existing incumbent partners/suppliers are and their role in the work that has already been done? NMC have multiple partners/suppliers. CMC Consulting were engaged to provide NMC with 'start-up' enterprise architecture (EA) capabilities and services. CMC have built an NMC capability, developed the delivery framework, defined the management processes and organised training so NMC can manage and drive forward transformation of the business. Due to the capacity to deliver the HLED, NMC has decided to look for a partner who can support NMC to deliver the HLED and take forward/compliment the work of CMC. It is anticipated that any new supplier will work collaboratively with NMC partners and suppliers as applicable. 10. We note the latest start date of Oct 31st. Could you outline a timetable for review, in particular when do you estimate concluding the shortlisting? Our approximate timeline is as follows:Week 39 = ShortlistingWeek 40 = Publication of RFPWeek 42 = Return of RFP responsesWeek 43 = Evaluation of RFP responsesWeek 44 = Clarifications with strongest bidderWeek 46 = (w/c 4th November 2017) Work will commence 11. Is the next stage likely to be a presentation and if so when would this presentation take place? NMC reserve the right to hold short presentations with the top three suppliers towards the end of the RFP process. This will be to bring further clarification to the questions in the RFP. In the context of the following mini-plan this will be:Week 39 = ShortlistingWeek 40 = Publication of RFPWeek 42 = Return of RFP responsesWeek 43 = Evaluation of RFP responsesWeek 44 = Top three supplier presentationsWeek 45 = Clarifications with strongest bidderWeek 46 = (w/c 4th November 2017) Work will commence 12. We note that Lot 2 infers single digital specialists. From the information supplied, it suggests the NMC is looking for a team of individuals who can undertake work. If this is the case, how will it happen? Yes, this is correct, the successful supplier will be invited to undertake work using the most appropriate team of individuals under the banner of business analysts. The activities and deliverables will be agreed and a partner proposition developed with the best individuals for the job and costed accordingly. We anticipate there will be multiple Work Orders throughout the duration of the assignment which will deliver, by the end of March, an agreed and signed off set of products which collectively make up the HLED.
