Tender description
The Independent Monitoring Agent (IMA) will undertake independent verification of the Afghanistan Investment Climate Programme (AICP) to provide assurance that it can deliver results, effectively manage fraud and fiduciary risks, and do no harm in a conflict affected environment. The IMA will required to undertake field-based monitoring nationally and in all the provinces where AICP works. The IMA will also be required to carry out context monitoring and analysis to better understand the wider environment in which AICP is being delivered, and the interactions between the programme and the context. DFID require an Independent Monitoring Agent (IMA) for the existing Afghanistan Investment Climate Programme (AICP). The IMA will focus on the following key areas: Component 1 — Compliance monitoring of AICP programme pillars procurements and payments. Component 2 — Field based monitoring and verification of programme performance and results in all the provinces where AICP works. Component 3 — Context monitoring and analysis to better understand the wider environment in which AICP is being delivered, and the interactions between the programme and the context. The services of the IMA are required to: provide assurance that the funding is used for the intended purposes; report on the extent of progress and achievement of objectives; collect and verify information to inform the continual improvement of AICP during the lifetime of the programme; safeguard against both delivery and fiduciary risks; reinforce DFID's monitoring procedure; identify opportunities and risks to programme delivery.
