Tender description
Birmingham Airport provides domestic UK, European and international flights. The airport wishes to continue its profile of ensuring that ATM/CNS systems are at the forefront of capability, resilience and value and is seeking to replace the VCCS. In order to ensure Birmingham retains the maximum capability, submissions are welcomed which are based on new approaches to VCCS. These include IP based systems. The scope of the requirement is to facilitate: Radio Communication (Air/Ground Communications) for voice communication between pilots and air traffic controllers. Telephone Communication (Ground/Ground Communication), mainly for voice communication between controllers within the same control centre or with subscribers in other units. Hotline Communication between operator positions. A Management System which supports system supervision, operator role management and system reconfiguration. The project will cover all elements of delivery including design, supply, install, testing, verification and training. The appointed supplier will be responsible for ensuring clear traceability of requirements from proposal to final delivered and commissioned system. All elements of the project shall be carried out in conformance with the relevant legislative and regulatory requirements. The supplier will be responsible for ensuring design, construction, installation, testing, commissioning and training, strictly adhere to standards such as: Health and Safety at Work Act, Construction (Design and Management) Regulations, UK Electrical Codes and IEE wiring regulations. The project shall be delivered to the requirements detailed in the technical specification and Safety Case, including the regulatory requirements (the supplier is responsible for ensuring all regulatory requirements pertinent to their specific solution are identified and adhered to): ED-137b for IP based systems, CAP 670 (relevant sections including COM03), BAATL Safety Management System, Airport Bye-laws and regulations, Airport standard working practices. The supplier is responsible for showing compliance with all requirements through the use of verification cross referencing and provide updates at PDR/CDR/FAT and SAT. Tenders are requested for outright purchase only.
