Tender description
Haringey Council acting as lead Authority seeks to procure the provision of Advocacy Services on behalf of London Boroughs of Barnet, Enfield and Haringey. The scope of services to be covered will include provision of: — Independent Mental Capacity Advocacy (IMHA), — Deprivation of Liberty Safeguards (DoLS) Relevant Person's (Paid) Representative (RPR), — Independent Mental Health Advocacy (IMCA), — Care Act (Care and Support) Advocacy, — Children's Advocacy. It is envisaged that the service will commence on 1.4.2018 and run for a period of 3 years with a possibility of extension for a further 1 year plus another 1 year. The London Boroughs of Barnet, Enfield and Haringey are committed to working with the market place to maximise the commissioning opportunities to be gained under this contract. IMHAs are specialist advocates who are trained to work within the framework of the Mental Health Act to provide an additional safeguard for patients who are subject to the Act (who have been detained). IMHA support also includes providing information and exploring options for individuals. IMHA work will take place in the community or in hospital. IMHAs are available for anyone over the age of 18. IMCAs provide specialist independent advocacy to people (aged over 16) covered by the Mental Capacity Act 2005 who have no one able to support or represent them, and who lack the capacity to make a decision and/or have problems communicating, possibly because of dementia, a brain injury, a learning disability or mental health needs. Care Act Advocacy stems from requirements in the Care Act (2014) for local authorities to make available independent advocacy for adults who have ‘substantial difficulty’ being involved in care and support processes. These advocates support adults to actively participate in care and support processes. This Lot is for the provision is specialist advocacy for looked after children, children with special educational needs and children in need in accordance with relevant national legislation.
