Tender description
The Marine Institute is trialling a pilot programme to change the way catch samples are allocated and coordinated. Services are now required to establish and trial this new approach on a pilot basis between May 2017 and December 2018. Services required include: • Coordination of observers on the sampling programme, ensuring contractors and MI staff are allocated observer trips based on randomised vessel lists and thus enabling the Marine Institute to meet its data collection targets. • Maintaining and updating vessel lists and contact details as provided by the Marine Institute staff. • Based on vessel selection procedures, the sampling coordinator is required to contact owners and skippers of selected fishing vessels and arrange catch sampling trips for both FEAS staff and contractors across a range of fisheries in line with the targets described in the Irish EUMAP National Work Programme 2017-2019 and the EMFF Marine Biodiversity Scheme. A matrix of numbers of trips under the DCMAP is provided in Appendix 2 and additional trips under EMFF biodiversity scheme and others will be specified by the MI. • Logging of all interactions (acceptances/refusals) with skippers and owners on trip selection in line with requirements of the DCMAP. • Maintaining contact with all of the MI sea-going samplers and contractors and co-ordinate personnel to go out on arranged trips. • Tracking relevant aspects of the programme and using MI data bases and providing updates on a trip basis to the MI catch sampling programme manager. • Data entry of trips into MI databases. • Engage in outreach activities with the fishing industry and other relevant stakeholders (NGO’s and PO’s) as required by the Marine Institute to promote the catch sampling programmes in order to reach the quarterly targets.
