St Cuthbert’s covers a considerable area to the south of Carlisle that could accommodate several new communities and work is now required to understand how development supporting up to 10,000 homes can broadly be delivered – both spatially and in terms of infrastructure requirements and impacts. The commission therefore entails the preparation of a concept framework, which undertakes an analysis of all known constraints and opportunities. It will then inform the preparation and design of a minimum of 3 alternative concepts as to how the area could be developed in spatial or locational terms.
