Tender description
Clinical Commissioning Groups are required by NHS England to commission and fund extra capacity to ensure that everyone has access to GP services, including sufficient routine and same day appointments at evenings and weekends to meet locally determined demand, alongside effective access to other primary care and general practice services such as urgent care services. HWLH CCG wishes to procure this service for 50 % (84 500 patients) of the GP registered population during 2018/19, increasing to 100 % of the population by April 2019. The provider may choose to cover this 50 % by working from 2 of the 4 locality ‘hubs’, or across all four locality ‘hubs’. The maximum value of the contract for 2018/19 is 510 267 GBP which equates to 6 GBP per head of registered population for 50 % of our population. The overall deliverables are: — Extended access to primary care to be provided in ‘hubs’ located in the four sub-localities of The Havens, Lewes, Uckfield and Healthfield, and Crowborough. — Appointment booking will be via the patients GP practice. — The provider must have access to the patient's full medical records. Additional hours to be provided: a) Weekday provision of access to pre-bookable and same day appointments to general practice services in evenings (after 18:30) to provide an additional 1.5 hours a day. b) Weekend provision of access to pre-bookable and same day appointments on both Saturdays and Sundays to meet local population needs. c) Provide an additional 30 minutes consultation capacity per 1 000 population (equating to 42 hours per week). The provider will also be expected to: — Advertise the service to patients, including on practice websites; — Ensure ease of access for patients including all practice receptionists within the hub to be able to direct patients to the service and offer appointments to extended hours service on the same basis as appointments to non-extended hours services; — Patients should be offered a choice of evening or weekend appointments on an equal footing to core hours appointments. This Prior Information Notice (PIN) is to advise prospective providers of the Commissioners intention. A market engagement event will be held on 15.9.2017 from 9:00 to 11:00 at the CCG offices, Friar's Walk, Lewes BN7 2PB. This will provide an opportunity for potential providers to find out more about the aims of the tender and contracts, the process involved as well as network with others. NHS HWLH CCG will use the opportunity to gather intelligence from providers which may influence the final tender. It is the intention of the commissioner that the procurement will be conducted as on OJEU Service Contract using an Open Procedure under the Public Contracts Regulations 2015. The ITT is expected to be published mid July 2017 and module delivery to commence from January 2018. A separate advert will be released advising when the procurement is live for submissions.
