Tender description
Greater Manchester (GM) is one of the country's most successful city-regions. Home to more than 2.7 million people and with an economy bigger than that of Wales or Northern Ireland, our vision is to make it one of the best in the world. We're getting there through a combination of economic growth, and the reform of public services. The Greater Manchester Combined Authority is made up of the ten Greater Manchester councils and Mayor, who work with other local services, businesses, communities and other partners to improve the city-region. The ten councils (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan) have worked together voluntarily for many years on issues that affect everyone in the region, like transport, regeneration, and attracting investment. To support GM’s agenda, GM-Connect are supporting Oldham Council and Bridgewater Community NHS Foundation Trust with a proof of concept project to digitise their paper records. Oldham Council has commissioned Bridgewater Community NHS Foundation Trust to provide universal children’s public health services and children’s centres for 0-19 year olds. This includes holding and maintaining the child health records for all 0-19 year olds resident in Oldham. Bridgewater have recently implemented an electronic case management system called SystmOne to capture health data on behalf of Oldham Council. Prior to the implementation of SystmOne all recording was paper-based. Bridgewater have approximately 60,000 individual records that, as a maximum, can contain up to 1000 pieces of paper and these records are stored across 8 different locations. This proof of concept will be looking at those children that fall into the Early Years cohort (0 – 5 years) and those children and young people that are subject to Child in Need (CIN), Child Protection (CP), Looked After Children (LAC) or Special Educational Needs and Disability (SEND). This equates to approximately 22,000 records (which equates to approximately 2.5 million pieces of paper within the records) This POC will hope to realise the following outcomes and benefits – • To facilitate access to information for practitioners and ensure that all current paper-based information is accessible from the SystmOne electronic record • To digitise appropriate information so that reporting can be carried out at a local level (Oldham Council) • To digitise and anonymise information so that reporting, trends and forecasting can be undertaken at a GM Level • A data digitisation model that is replicable across Greater Manchester that will support other local authorities and partner agencies in digitising information If you would like to attend an open day to discuss the project on the 30th August, in advance of moving to soft market testing, then please email Kieran.smith@greatermanchester-ca.gov.uk and specify whether you would like to attend in the morning or afternoon.
