Tender description

Iarnród Éireann is seeking to engage the services of a Design Consultant to liaise with IE's Project Team (providing asset monitoring design, software/communications systems design, installation/construction, QS & PSDP services) in preparing the Drawings, Specifications and Bill of Quantities for all asset monitoring systems and components required. A pre -qualification questionnaire & a scope of services document are both attached to this notice and must be reviewed and the pre -qualification questionnaire completed and returned as directed. Iarnród Éireann-Irish Rail (‘IE’) intend to introduce systems for active monitoring of particular remote railway civil infrastructure items (assets). It is envisaged that these system will provide IE with timely and effective warning and monitoring systems in order to determine for example; actual status, conditions and if these assets are becoming compromised within specified parameters. These systems will (as a minimum) have alert modes which will indicate failure in a range of specific scenarios, for example only (But not limited to): — the monitored assets itself (failure in part and full) — any part of the monitoring equipment/system — the ability for the system to accurately report actual asset status — any fault which effects the operation and management of the system Monitoring will be required at a pre-determined number of sites across the IE rail network (Current estimate 200 locations, — exact number will be confirmed at tender stage). IE is seeking to engage the services of a Design Consultant to liaise with IE's Project Team (providing asset monitoring design, software/communications systems design, design support services for the installation/construction phases, QS & PSDP services) in preparing a complete design solution(s), the Drawings, Specifications and Bill of Quantities for all asset monitoring systems and components required for Phase 1 & Phase 2 (Optional Service) of this Project. The Consultant must ensure that all aspects of the project, in addition to reflecting constraints involved with delivering a project on a live operating railway, protected structures, third party lands and on-going use of IE buildings and occupancy issues, are comprehensively designed and detailed in the tender documents in order to deliver complete scope definition, provide seamless interface with the IE Project Team and ensure optimum life cycle costs in use operation. A pre-qualification questionnaire is attached and must be completed and returned.
