Tender description
Westminster City Council would like your views on provision of an integrated service across the 0-19 age range, across Children’s, Families, and Public Health Services. The council is undertaking a soft market test for the development of this model which will integrate universal, targeted and specialist provision. We envisage the services in scope to include Family Support Services, Health Visiting, Family Nurse Partnership (FNP), School Health (including School Nursing), Children’s Centre Outreach, and targeted services for Mental Health, Sexual Health and Substance Misuse. The purpose of this market test is to engage the market and assess the level of interest in providing an integrated service across the 0-19 age range. The Council will implement an integrated service model based on collaborative commissioning between Westminster Children’s Services and Public Health. Information received from interested parties in this exercise will be used alongside other findings from internal engagement and reviews of services, to inform the wider 0-19 Commissioning Strategy and feed into the final service specification. The Council is planning to undertake a competitive tender process at the beginning of next year in 2018 to procure the service. Our vision is to deliver a collaborative and community-focused service providing accessible, proactive and seamless support to families across the Borough. The Council is seeking suppliers who will embrace this innovative approach to delivering services and ensure positive outcomes for children, young people and their families living in Westminster. Key elements of the integrated 0-19 service include: • The child or young person and their family at its centre, with a strong public health focus underpinned by early intervention and prevention. • Safeguarding at the core of all work. • A reduction in health inequalities by improving access to these services and increasing engagement with vulnerable groups.
