Summary of the work Building on foundations of a programme to baseline maturity and plan development paths. Ideally the current technical and facilitation team will be contracted to support and develop exploitation of digital primary care systems and services in the context of evolving models of service delivery. Expected Contract Length 6 months Latest start date Monday 2 October 2017 Budget Range £130-£150K Why the Work is Being Done Building on progress made with STP areas on a programme to baseline maturity and plan development paths for Primary Care organisations, further work is required to implement these plans with new and existing targets. Problem to Be Solved Bringing practices up to a skill level that enables the local health systems to rely on a predictable standard of functionality in its primary care elements is key to maximising the use of technology to improve efficiency and effectiveness of longitudinal healthcare provision. Who Are the Users As a GP, practice nurse or pharmacist attached to a practice, I need to know how to make the best use of the the information systems and services available to me and how they relate to other systems used to provide care to my patients. Early Market Engagement Existing service provider will be aware of the work in hand and suppliers will have seen previous requirements in the Marketplace Work Already Done Base lining and establishment of agreed maturity indices, along with progress in upskilling in certain domains and with a proportion of the target settings Existing Team Existing internal BAU teams maintain service levels according to contractual agreements. Development work undertaken by separate small team under existing managed service contract. This opportunity seeks to enable new deployment of this existing team. Current Phase Beta Skills & Experience • • Be able to on board majority of current team to meet delivey timescale • • Experience in delivering step change in exploitation of primary Care Systems to enable delivery of STP outcomes for primay care • Have in depth knowledge of EMIS Web, Commiunity and Search and Reports, SystmOne GP, Strategic Reporting and data analysis systems Work Location Various locations across South London, South east England and East of England. Team based in NE London nominally Working Arrangments At practice sites, coming together with service and other programme teams to share progress, align work packages No. of Suppliers to Evaluate 3 Proposal Criteria • Identification of risks and dependencies • Flexibility of approach in meeting our goals • Approach for matrix management of the team within the wider portfolio of NEL Primary Care division Cultural Fit Criteria • Work as a team with our organisation and other suppliers • Work with clients with low technical expertise • Can build and maintain relationships with senior professionals and commissioners • Work according to NEL vision and values Payment Approach Capped time and materials Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers 1. Does the authority have specific data analysis tool(s) that they would expect the successful bidder to utilise? No 2. Does the authority have a list of deliverables already achieved for the STP outcomes? No, the deliverables are incremental for a range of NMC organisations across more than one STP 3. Does the authority have a list of the STP outcomes that the successful bidder is contracted to deliver? The outcomes for the next phase will be agreed at monthly intervals through the contract period 4. If the current team is interims, will there be any contractual issues if the incumbent supplier does not win the bid? i.e. are the interims locked into a contract with their current employer and will not be allowed to transfer to the new successful bidder? The authority contracts with the supplier. We do not have visibility of the contractual arrangements between the supplier and the resources they engage. 5. Does the authority have an organisational chart detailing roles/responsibilities, job title and pay band/day rate for FTE/Interims and is there any TUPE implications? The roles currently deployed to fulfil the service contract are:Senior technical programme manager (integration specialist); Senior IT project manager; PMO resource (Programme Office Manager role, maybe filled by more than one person at any time).The authority contracts with the supplier rather than the resources they deploy so is unable to comment on any TUPE obligations.
