Parking enforcement services

Tender description

Following pre-tender dialogue, the Authority have decided to approach the market for a Parking Enforcement Service but have been mindful to lot the requirement to cover the provision of ‘Integrated Systems, Software and Associated Hardware’ as Lot 1 and a separate Lot 2 to include the ‘Compliance Management and Business Processing Solution’. The Systems Provider shall provide ‘Integrated Systems, Software and Associated Hardware’ to the Authority's Enforcement Service Provider who is engaged in the enforcement of both on and off-street parking places, waiting, loading and stopping restrictions and other controls by the issuing of Penalty Charge Notices (‘PCN's’). PCN's and Progressions will be processed by the Enforcement Service Provider's trained staff and Authority staff. Throughout the Contract Period the Enforcement Service Provider shall provide a Service that deals with all parking related enquiries from Customers and residents. This contact will be over the phone or through digital systems that include emails, internet and social media or by post whether this is addressed directly to the Enforcement Service Provider or the Authority. There is no requirement for the Enforcement Service Provider to provide face to face contact with Customers.
