Who Speclialist Work With The programme is comprised of a mixed team of Civil Servants and client side consultants supplemented with SMEs both client and supply side. The programme team also comprises seconded operational and retired Police Officers. The programme also utilises one large supplier (Application Development Support Partner) for most of the build activity associated with LEDS and a collection of small SMEs focused on activities such as data migration, testing and data quality. What Specialists Work On One of NLEDP's key objectives is to determine the future need for new services to make national data easy to access by frontline officers to inform local policing decisions. As Project Manager, you will support the NLEDP leadership team in delivering outputs necessary to fulfill the wider outcome delivery objectives of the programme. You will work with PMO and other enabling functions, stakeholders and suppliers to ensure that project are understood and properly defined, and that plans are put in place to deliver and managed these projects in line with programme governance and direction. Where the Work Takes Place Multiple sites which include Central London, Croydon & Hendon - and supplier sites if relevant Early Market Engagement Working Arrangements Individuals working client side will be required to work onsite at HO buildings in London, Hendon and / or Croydon 5 days per week. Agreement may be given for occasional remote / homeworking subject to IT and delivery constraints. Work Location Multiple sites which include Central London, Croydon & Hendon - and supplier sites if relevant Security Clearance SC or ability to be cleared to SC level Additional T&Cs T&S will not be payable for travel to sites within the M25. Travel outside of the M25 will be subject to HO T&S policy. This role has initially been assessed as being outside of the IR35 Regulations. This will be reassessed before contract award. Skills & Experience Strong understanding of the government's digital and technology transformation agenda, and why the government is changing the way it does digital and technology projects Experience of working in a range of structured programme and project management methodologies, including Agile, and have experience in delivering a range of types of projects in a technical environment Ability to engage and work with development teams to understand the technical solution and make informed decisions Experience of working in multi-disciplinary teams, leading the collaborative planning process, prioritising work that needs to be done against the capacity and capability of the team Strong budgeting and financial management skills Strong stakeholder engagement skills and the ability to communicate technical concepts to non-technical people Experience of managing a complex array of risks and issues Expertise in multiple project methodologies including Agile delivery, Waterfall and Agile at scale Experience of third party supplier management Proactive critical thinking and problem solving skills Influencing and negotiating skills to assertively represent the needs of the Project within the Programme framework Nice to Haves Understanding the Law Enforcement landscape An understanding of Police National Computer system (PNC) No. of Specialists to Evaluate 3 Cultural Fit Criteria Demonstrate commitment to excellence and improvement (for example, through seeking actionable feedback, setting targets etc.) Transparent and collaborative when making decisions and recommendations Have a no-blame culture and encourage people to learn from their mistakes Demonstrate courage (for example, express controversial views, make tough decisions, question actions inconsistent with group behaviours, candid about progress/estimates) Assessment Method Evaluation Weighting Technical competence 50% Cultural fit 20% Price 30% Questions from Suppliers Budget range £850 per day excl vat and including expenses
