Why the Work is Being Done Immigration Technology is the technology delivery department for UK Visas and Immigration (UKVI) and Immigration Enforcement (IE). It works with these Home Office directorates to define their technology requirements, design appropriate solutions and deliver them quickly and effectively – making a real difference to achieving their strategies and objectives. Problem to Be Solved Immigration Technology has a requirement for a partner to provide large scale IT programme and project delivery expertise and guidance. Programme Leadership is required across the delivery functions including contributing to the vision, strategy, delivery plan and implementation. Programmes and projects tend to follow an agile approach, so the partner needs to be proficient at managing delivery in this context with appropriate design & control. Experience in delivering in a large scale Agile environment using industry recognised methodologies would be beneficial, e.g. SAFe (Scaled Agile Framework). Who Are the Users Immigration Technology is responsible for maintaining and improving current and future immigration IT services. We are helping to deliver the future of immigration. Users include the public applying for entry to or the right to remain in the UK and police, security and enforcement teams controlling immigration and securing UK borders and detecting criminal behaviour within the Home Office and wider Government Agencies. Early Market Engagement No market engagement has taken place. On Monday the 21st of August 2017 between 11am - 1pm we will be holding a Bidder Open Day at 2 Marsham Street, London SW1P 4DF. Home Office staff will be available to talk through the requirement and answer any questions. Work Already Done There is a current partner in place, where the contract with the incumbent supplier is coming to an end. Existing Team There is an existing team in place working within the Immigration Technology. The new supplier will need to work collaboratively internally and externally to Immigration Technology and other suppliers. The current team consists of approximately 15 - 20 resources. Current Phase Not applicable Work Location Primarily Metro Point, 49 Sydenham Road, Croydon, CR0 2EU and 2 Marsham Street, London SW1P 4DF London. Work may at other Home Office locations may take place upon request. Working Arrangments The delivery team needs to be able to operate within the Immigration Technology's hub and spoke governance model and with other 3rd parties if required. The team is expected to work across the multiple sites. The main site is expected to be Metro Point, Croydon and the team are expected to be available during standard HO working hours. Expenses will conform to HO internal policies and will not be payable within the M25. Security Clearance Service Provider personnel need to be compliant with BPSS as a minimum, and CTC clearance if working in Home Office buildings. Depending on the nature of the role, if escalated and/or privileged access is necessary then there may be a requirement for SC clearance and, in certain circumstances, DV clearance. Additional T&Cs This contract would probably be deemed outside the intermediaries legislation (IR35) but could be affected by factors outside HO control. HO assumes no liability and will grant no guarantee of status. Intellectual Property Rights in any developed technology or processes will rest with the Home Office. Suppliers should conform to Cyber Essentials Scheme (https://www.gov.uk/government/publications/procurement-policy-note-0914-cyber-essentials-scheme-certification). Skills & Experience Demonstrable evidence which represents your track record for end to end delivery of comparable agile at scale IT projects Demonstrable experience in delivering major IT programmes Demonstrable experience of enabling digital transformation at pace, consistently improving pace and quality Demonstrable expertise in agile delivery methodologies, e.g. Scaled Agile Framework (SAFe) Demonstrable ability to fit seamlessly into a multi supplier environment in a large and complex programme Demonstrable experience in contributing to all aspects of programme leadership, including vision, strategy, delivery plan and implementation Demonstrable experience in contributing to all aspects of solution delivery, technical architecture, solution design, solution delivery and security including strategy and senior leadership of this function Nice to Haves Provide evidence of working within large scale government programmes Provide evidence of having successfully established Intelligent Client Functions to direct and assure deliverables from internal and external suppliers Provide demonstrable experience of assuring projects, including finding out where they are going wrong and what is required to remediate Provide demonstrable evidence of staff with experience of managing expectations and reporting to a wide range of internal departmental and cross-Government stakeholders, including those at senior level Experience in immigration requirements and business processes, issues, and solutions No. of Suppliers to Evaluate 5 Proposal Criteria Specific Competencies: The supplier score on all essential and nice to have technology criteria from the first phase Methodology: Knowledge and application of Agile, Government Digital Service, and NCSC standards Plan: Quality of delivery plan for first phase of engagement and statement of work Plan: Transition and Handover - Ability to mobilise and transfer to the service from an incumbent supplier with minimal disruption to the service Risk Management: Provide evidence of maintaining quality and consistency over the medium term, and approach to assumption, dependency, risk, and issue management Performance: Delivery and Service management reliability and repeatability, including reporting and quality management Value for Money: Explain the Value Proposition, including value for money, how the proposal will optimise costs, and generate savings. Cultural Fit Criteria Approach to stakeholder management Approach to developing a One Team Approach Approach to the development of client capability Payment Approach Fixed price Assessment Method Written proposal Case study Work history Reference Presentation Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range the budget range is between £8m to £10m for 2 years. day rates for each role will be required and outlined at the itt phase. statements of work (sow) will be agreed periodically with the supplier on a fixed or capped t&m basis. the initial statement of work will be agreed on contract award. individual sow will then be agreed periodically, subject to satisfactory performance of the supplier and ho needs. the intention of this contract is the provision of a service with defined outcomes where the supplier is responsible for deliverables, risk, and provision of a service.
