Tender description

Wiltshire Council wish to appoint a single contractor for the replacement of Salisbury City Hall telescopic raised tiered seating and portable flat floor seating for the main Salisbury City Hall Auditorium. This service is being procured under the open procedure. The Authority reserves the right not to conclude any Contract as result of this procurement process. The requirement is to provide a new seating system for theatre style productions and conferences, that is versatile, easy to operate, reliable and is quick to operate with a minimum of manual labour. The City Hall is a multi-purpose Civic Hall that promotes a mixed event programme from banquets to popular music shows, classical music to theatre performances. Any new seating system must not reduce the current seating capacity of the City Hall. Tenderers are to note that time is of the essence for this requirement. The City Hall has a fixed window (2.1.2018 — 16.1.2018) for the completion of any resulting contract that is not open to change. Tenderers must ensure they can deliver the requirements to meet this timescale. The proposed procurement is for the replacement of Salisbury City Hall telescopic raised tiered seating and portable flat floor seating for the main Salisbury City Hall Auditorium with all seating being of matched style and fabric to present a uniform appearance. To replace the existing telescopic raised tiered seating with a telescopic system To replace two rows of 58 fixed raised seating at the rear of the Auditorium To replace 500 portable flat floor seats Consideration needs to be given to the high number of movements the telescopic and portable flat floor system is required to undertake. This is currently in excess of 200 per year and will increase in future years. The scope of the project is to replace the current seating without affecting capacity and the layout, but will include up to date technology and reduce labour time for changeovers. The telescopic tiered unit will be operated on a push button control, to ensure speed of operation and reduce manual handling by the staff to the minimum level for safe operation. A failsafe option will be included for operating the telescopic unit in the event of interference in its operation. The telescopic unit should be changed from packed and stacked to fully operable seating by a maximum of 3 persons. This needs to be achieved within a time period of 1 hour. The estimated range of value for the contract is anticipated to be 200 000 — 300 000 GBP
