Why the Work is Being Done We're working to transform how we engage with businesses and consumers, ensuring we provide the services they need. Our new website will play an important role in this. We are now in alpha working on 4 key services. We need a supplier to take our services from Beta to Live by building on these and incorporating other essential site content to create a fully working website. Work is dependent on gaining necessary approvals at each stage. We would like to move the website into public beta in November 2017, sitting behind our current live site while content is populated Problem to Be Solved We have identified key user needs in discovery and are now developing prototypes in Alpha. These services are: Guidance for businesses; Food and allergy alerts, Food Hygiene Ratings, Contact (including reporting a food problem). We will need the supplier to take us from beta to live by developing a website and CMS incorporating the key services and other essential site content and services into an overarching site structure ensuring the services are technically sound and robust, that hosting arrangements are in place, and content is easy to manage by site editors. Who Are the Users As a consumer I need to find information about food and hygiene rating of a restaurant So that I'm informed, and keep my family safe. As a business I need to find everything I need to set up and run a food business So that I'm following the law, managing food safely, training my staff As a scientist I need to access food research So that I can build on work in this area As a FSA person I need a clear, simple content publishing process So that information published is timely and appropriate for the relevant audience Early Market Engagement Work Already Done We have completed an in-depth Discovery phase covering in-depth research with our stakeholders and developing a content strategy. We are currently in the Alpha phase, developing, iterating and testing prototypes of the identified key services: business guidance, alerts, food hygiene ratings and how users contact the FSA. We also have a first iteration of a digital pattern library that will need to evolve as services are developed. You will also need to be able to work with other suppliers where necessary. Current Phase Alpha Work Location We are flexible about the location of the team, however expectation is that the team will attend key meetings and sessions in FSA offices. Any user research and testing sessions could be at various locations within the UK. Working Arrangments You will be expected to work openly and collaboratively on digital channels (eg slack, google, 365). You will be expected to attend face-to-face key meetings at FSA offices, be involved in catch-up calls, organise and run user testing sessions, and present findings. At some stages of the project it may be useful for the supplier and the FSA digital team to physically work together for close collaboration. Security Clearance All supplier team members will need to be cleared to Baseline Personnel Security Standard, and sign a non-disclosure agreement (NDA) Additional T&Cs The first work package under this contract will be for the Beta to Live stage (approx 22 weeks of work from October 2017 to March 2018). There will be an option for further work package/s to provide support/additional services from the point of Live onwards. All work packages will be subject to GDS spend approval. Skills & Experience Experience in delivering evidence-based research including robust metrics, analytics, search data and user feedback to inform a user-centred design, focused on external users’ needs, end-to-end user journeys, motivations and goals Experience of prototyping, testing and iterating with users. Experience of designing and developing engaging, well organised and easy to use services that meet identified user needs and reflect the organisation's brand. Demonstrate experience of delivering agile projects in sometimes non-agile environments. Ability to challenge requirements and drive the focus the back to user needs Detailed understanding of Government Digital Service Standards, including GDS service design manual and wider industry-standards Proven successful development and maintenance of back-end technologies, databases, use of APIs, meeting data standards, search functionality, and experience of GitHub Proven successful development and maintenance of open source CMS including build of responsive templates and site publishing tools that meet the needs of content editors and website managers Technical expertise of front-end, UI web development, building engaging templates and responsive web design that work across browsers and devices (HTML5/CSS/JS) Expertise in delivering services that meet Level AA of the W3C WCAG2.0 accessibility standards Nice to Haves Technical ability to set up a secure hosting environment.
