Tender description

The Nepal country office of the United Kingdom's Department for International Development (DFID) has launched a new programme to support Nepalese youth to access gainful employment in Nepal or through migration. DFID Nepal is now seeking the services of Suppliers to implement the Programme. The contract will be awarded for a period of 4 years (maximum available budget — 17 000 000 GBP) — with the option to extend for up to 24 months (with a maximum available indicative budget for the extension period of 8 500 000 GBP), dependent upon the requirement and at DFID's discretion — and will comprise of a 5-month Inception Phase, nineteen-month Pilot Phase and a 2 year Scale Up Phase. There will be break points after both the Inception phase and after the Pilot Phase. The Nepal country office of the United Kingdom's Department for International Development (DFID) has launched a new programme to support Nepalese youth to access gainful employment in Nepal or through migration. The Impact Statement is ‘More productive and equitable vocational skills and migration systems improving the livelihoods of poor Nepalis’. The Outcome Statement is ‘Young people, especially women and disadvantaged groups gainfully employed with higher wages and improved working conditions’. Essentially the project is to contribute equally to the following three areas of Impact: — Job-rich transformational growth: it will contribute to an increase in the share of GDP by 2030 in key sectors for structural transformation (manufacturing, high value services such as tourism and ICT, commercial agriculture and hydro power) by making these sectors more competitive for export through filling skills gaps. — Holding pattern growth: the majority of Nepalis will remain dependent on the informal sector and migration for a long time to come, so the project will also contribute to increasing jobs, productivity and incomes in the informal sector and migrant work. — Leave no one behind: youth are expected to be a major beneficiary of the programme and their specific targeting will be developed during the inception phase. The project will support women and other disadvantaged groups to access both formal sector and informal sector jobs at home and abroad. The overall programme needs to reach at least 100 000 Nepalis. Within the two components being tendered in this TOR, the interventions should reach at least 90 000 (45 000 from the Skills Strengthening Component and 45 000 from the Migration Component) and ensure that either their income or productivity rises on average by at least 20 % attributable to the project. At least 50 % of beneficiaries for the skills component and 33 % of beneficiaries for the migration component should be women and at least 40 % of beneficiaries across both components should be from disadvantaged groups.
