Tender description
Summary of the work Implementation of solutions which may include elements of design and testing. Providing expert experience in building solutions which will be deployed in Cloud or serverless environments using RESTful webservices that conform to the GDS Service Manual and store data in a variety of stores, both SQL and no-SQL. Specialist role Developer Expected Contract Length 6 months with option to extend to 12 months Latest start date Monday 2 October 2017 Maximum Day Rate Up to £700 inclusive of T&S. The Travel & Subsistence payments of £90 per day will only be paid if the suppliers employee is working at the DVLA Swansea site. For T&S including travel but no overnight stay: Suppliers plain day rate plus £45.00. For T&S including overnight stay: Suppliers plain day rate plus £90.00. The Supplier shall not charge T&S for any staff residing locally to the principal locations or for any staff on days when they are working from home. For the purpose of this clause, “Locally” means “within a 75 mile journey in each direction”. Early Market Engagement This is one of seven similar requirements for Developers The IT Service Creation team needs to be able to deliver digital services at a much greater pace than they currently do. The services they develop must have a much lower cost of operation than they currently do. Who Speclialist Work With They will work within the IT Service Creation delivery squads in DVLA which includes software engineers, test engineers, business analysts and also the Senior Management Team. What Specialists Work On The IT Service Creation team needs IT Specialists to work in assisting with the development of new and transformational services which provide services to partners and citizens. The specialist will work on the implementation of the solution which may include elements of design and testing in an Agile environment. They will provide expert experience in building solutions which will be deployed in Cloud or serverless environments using RESTful webservices that conform to the GDS Service Manual and store data in a variety of stores, both SQL and no-SQL. Skills & Experience • Proven expert knowledge of the Java programming language to Java 8 • Demonstrable experience of building RESTful webservices • Evidence of experience working on projects using open source technology within cloud hosted/virtualised environments; AWS preferred • Evidence of experience of working with Cloud PaaS services; AWS preferred • Evidence of experience working with version control systems; Git preferred • Evidence of experience of working within Agile development environments • Evidence of experience of interacting with both SQL and no-SQL data stores • Evidence of experience of working at significant scale Nice to Haves • Evidence of experience of Drop Wizard • Evidence of experience of Node.js and Python for building serverless applications • Evidence of experience of front-end JavaScript, HTML and CSS for building accessible user interfaces • Evidence of experience of CQRS/ES implementation patterns Work Location DVLA, Longview Road, Morriston, Swansea, SA67JL Working Arrangments We will expect the Specialists to be on site 5 days per week (40 hours per week), Monday to Friday, though we can be flexible with regards to start time on Mondays and departure time on Fridays to enable travel. Security Clearance BPSS / Disclosure of Scotland minimum, SC clearance desirable. Feedback can be requested by any supplier upon receipt of the successful/unsuccessful letter and I would expect feedback to be provided within 7 days of the request. 5.
