Tender description

Procuring a design and build solution for building refurbishment including the following requirements: net zero, or nearly net zero, annual energy consumption (annual energy consumption = annual energy generation); limited time on site requiring off site manufacturing; long term guarantee of performance. One successful provider will be required to deliver their solution for approximately 15 homes in total from three landlords' stocks: Exeter City Council (6 properties); North Devon Homes (2 properties); Sanctuary Housing (7 properties). There will be separate contracts between each landlord and the solution provider. There will be potential to deliver a pipeline of further properties if the initial delivery phase is successful and further resources can be secured. The procurement will be Competitive Procedure with Negotiation. The intention is to issue the Selection Questionnaire in September 2017. Up to three potential providers will be selected to proceed to Invitation to Tender stage with options for negotiation. One provider will be selected to deliver the contracts. The contract will be fixed price (1 100 000 000 GBP) and award criteria will include quality and guaranteed performance, including energy consumption, energy generation, income generation, and operational and repair and maintenance costs. An outcome based performance specification with energy performance and comfort factors including maximum/minimum temperatures and air quality; limited time on site requiring Off Site Manufacturing; long term guarantee of performance. Properties will be typical archetypes, e.g. one or 2 storey, 2/3 bedroom homes either semidetached or terraced, with appropriate access and will be likely to be continuous e.g. both semis and/or whole terrace.
