Summary of the work 1. Working from our brand guidelines, design a digital brand guideline 2. Apply the digital brand guidelines on top of the Government Digital Service toolkit 3. Work with us to deliver a beginning set of page templates to help us deliver digital services rebuilding bathnes.gov.uk using GDS Guidance Expected Contract Length 6 Months Latest start date Monday 2 October 2017 Why the Work is Being Done Bath & North East Somerset Council are undertaking a review of the way in which it builds and delivers services digitally. We need to drive more of our customer interaction through our digital channels to save money. Problem to Be Solved We have multiple websites, web applications that are both in-house and externally supported. We want to improve a users experience and reduce the costs to build new digital services by reusing a common set of patterns. Who Are the Users As a developer I want a common set of templates, so that I can deliver my stories with ease. As a supplier, I want clear guidelines about how BANES builds websites so that I can deliver consistent interfaces quickly. Early Market Engagement We have carried out some soft market testing to ensure that the deliverables & outcomes we have outlined are what the market can deliver. Existing Team The digital team is made up of four systems thinkers, three C# developers, one content author, a project manager and a programme manager. We are not yet working in a fully agile manner. We are intending to make use of external help to fill our skill gaps. Current Phase Not applicable Skills & Experience • know modern frontend development skills • know about the GDS frontend toolkit • be able to work in the open using GitHub • be able to write usage notes • be able to create templates for use in .net applications Nice to Haves • provide evidence of Government Experience • provide evidence of writing clear Git commit messages • provide evidence of drupal theming Work Location Primarily based in Bath and Keynsham within the Bath and North East Somerset Authority. Working Arrangments We would expect the supplier to be on site for collaborative working for the majority of the time. No expenses will be paid as part of the contract. Payment Approach Fixed price Evaluation Weighting Technical competence 25% Cultural fit 10% Price 65% Questions from Suppliers 1. What is the budget for this work? At this early stage we anticipate in the region of £20K - £30K. This will be refined during the next stage of the procurement. 2. We notice this is a 6 month engagement. Please can you give us an indication of the levels of anticipated activity month on month? Based on the deliverables outlined, we expect to be guided by the eventual supplier with regards to detailed month by month activity. However, we anticipate that there will be an initial period of increased activity followed by a tailing off.
