Tender description

Provision of specialist landfill gas management at Casbrook closed landfill site. MM Enviro have designed, supplied and installed a bespoke gas control system including a biofilter and solar powered de-watering pumps. The contract will include the on-going monitoring, maintenance and management of the system. The contract term will be for 4 years with an option to extend the contract for a further 3 1-year periods with a maximum total contract value of 99 000 GBP. MM Enviro (formerly Methane Management Ltd) have provided specialist landfill gas management services at many of the County Council's closed landfill sites and have specific knowledge and experience managing landfill gas at Casbrook. Historically gas management at Casbrook was very problematic, with urgent sometimes expensive repair works often required. Since a major refurbishment undertaken by MM Enviro in 2006 maintenance and expenditure has generally been more routine. MM Enviro's involvement and experience at the site has been crucial in achieving continuous and effective gas migration control. Gas monitoring at the other directly managed closed landfill sites was previously carried out by MM Enviro before 2012, but since then has been delivered in house by Hampshire Scientific Services (HSS) in addition to their ground and surface water environmental monitoring programme. The requirements at Casbrook exceed the capabilities of HSS. During late 2006 MM Enviro, working in partnership with HCC, designed and installed a new gas control system incorporating re-useable elements of the existing system, including the flare, as well as overcoming the previous difficulties controlling gas migration at the site. This more robust system incorporated 21 gas wells connected to the flare and has been very successful since installation with operation and maintenance being provided by MM Enviro. The system is of a unique design to Casbrook which has been key to its success. All gas control systems have some inherent environmental and safety risks if not managed by a competent and experienced contractor. MM Enviro is a specialist contractor who provide a complete service from design and installation, management and maintenance of landfill gas control systems. They are currently the only UK based landfill gas contractor with extensive hands-on experience in designing, installing and maintaining biofilters and solar powered de-watering pumps. This experience has been gained through working on a number of projects in Europe particularly Germany. MM Enviro have been instrumental in successfully achieving the effective control of landfill gas migration at Casbrook closed landfill site where the previous, more conventional and costly system failed, and are best placed to continue to manage the ongoing operation and maintenance of the biofilter gas control system.
