Summary of the work Support the Army's Chief Enterprise Architect with necessary skills and experience to generate and then operate an effective Enterprise Architect (EA) capability on behalf of the Army CIO. Expected Contract Length Contract will end 31 March 2019 Latest start date Monday 11 September 2017 Budget Range £900,000 - £1,300,000 inc VAT for duration of the contract. Why the Work is Being Done Assisting Army to establish its Enterprise Architecture capability in support of its digital transformation initiatives. Problem to Be Solved Own, develop, embed and maintain the necessary framework of architecture principles, patterns, standards and policies. Implement a federated approach to EA across the Land environment to ensure coherent and efficient delivery of BAU information outputs and new information capabilities through the Army's change portfolio. Lead and manage the Army's ARIS modelling capability. Who Are the Users Army appointed its first dedicated CIO to cohere the Army's approach to the better management of information and the creation of a Single Information Environment (SIE). An Army Chief Enterprise Architect (ACEA) was appointed Jan 17 to establish an enterprise architecture capability to provide the framework, assurance and controls for Army information management going forward. The selected supplier will be supporting the ACEA to establish and develop the Army's fledgling architectural capability. Work Already Done EA's (consisting of Enterprise Business Change Architect, Enterprise Technical Architect and an EA Repository Manager) have, under a previous contract, established a significant amount of reference content but definition of the overall Army framework remains incomplete. Existing Team The Supplier will join the in-house team that includes: Army Chief Enterprise Architect (ACEA) Army IS Architectural Coherence Army Information Architect Army Enterprise Architect support Current Phase Not applicable Skills & Experience • Recent and demonstrable experience of establishing and operating an EA capability within a complex public sector organisation • Recent and demonstrable experience of exploiting EA to maximise business value from the full range of established digital capabilities • Recent and demonstrable experience of developing methodologies, tools and techniques to deliver EA in alignment with business strategy • Recent and demonstrable expertise in business, technical, application and data architectures • Recent and demonstrable experience of implementing effective EA governance including controls, assurance and compliance • Recent and demonstrable experience in setting standards for ARIS exploitation and administering the architecture repository for strategic value Nice to Haves • Recent experience of undertaking EA activities within the MOD in support of digital transformation, IS change portfolio and information requirements for Business as Usual • Recent and demonstrable experience of coaching, guiding and mentoring senior leadership to leverage EA capabilities, including 'C' level business dialogue • Certification in the current version of ARIS (9.8), TOGAF 9.1 and ArchiMate 3.0 • Knowledge of relevant NATO, Government and MOD policies pertaining to EA • Knowledge and recent and demonstrable experience of relevant Land Environment frameworks including AOM, LRF, GVA and the LDM • Ability to leverage industry EA best practice as an accelerator for Army • Recent and demonstrable experience of EA skills transfer to the client's worksforce Work Location Army Headquarters is located on the outskirts of Andover in Hampshire, SP11 8HJ Working Arrangments The authority expects the resources to work in Army HQ Andover with occasional site visits in the UK (south). Remote working is permitted by exception, subject to security constraints and the need to access stakeholders and MoD systems. Are we permitted to use subcontractors? Yes, your company can satisfy this with employees or subcontractors but the responsibility for delivery, service continuity and substitution resides with you. Please note that if the subcontractors are PSCs then due to the working practices of our environment they are likely to be inside IR35. 2. Is the role deemed inside/outside IR35? This is not an advert for a role or for an individual. The Authority will contract for the service and outcomes. Your company can satisfy this with employees or subcontractors but the responsibility for delivery, service continuity and substitution resides with you. Please note that if the subcontractors are PSCs then due to the working practices of our environment they are likely to be inside IR35. 3. Can you confirm exactly how many people you are looking for to complete the work? As we are looking for an EA service/outcome we cannot specify an exact number of people. But as specified in the advert the previous work already done was undertaken by 3 resources. 4. Dear Authority, as the call for this requirement has come out in the height of the Holiday period we are finding that our best people to respond to the PQQ are on leave. Would it be possible to extend the deadline for response by 1 week please to the 30th August? Unfortunately the Authority cannot extend the closing date, the customer has stipulated that they would like the capability in place by 11th September. 5. Who does the Authority see as being responsible for determining the IR35 status of any of the resources utilised to supply the service, whether subcontractors, PSCs or otherwise? The Authority or The Supplier? Having reviewed the intended Statement of Work and working practices the Authority considers that the IR35 regulations do not apply to this opportunity. 6. As the Authority is contracting for a service based on outcomes, and therefore is exercising no supervision, direction or control regarding how the service is delivered, and, furthermore, the supplier is responsible for providing substitutes to ensure service continuity, please can you clarify why, if any subcontractors are PSCs, they are "likely to be inside IR35", especially considering that such a position does not appear to be consistent with IR35 legislation or IR35 case law? Having reviewed the intended Statement of Work and working practices the Authority considers that the IR35 regulations do not apply to this opportunity. 7. You have clearly stated this is an outcome opportunity, but then stipulate that if PSC's are used they will fall under IR35. Surely if you are seeking an outcome it is the suppliers responsibility to decide the best way to source the resource, and make an assessment as to whether this does or does not fall within IR35? Having reviewed the intended Statement of Work and working practices the Authority considers that the IR35 regulations do not apply to this opportunity. 8. Based on the HMRC guidance documentation for "Off payroll working in the public sector”, can the Authority further confirm that any suggestion or implication that the Authority is responsible for determining if the Off Payroll rules apply, found in answers to previous questions against this opportunity, should be disregarded? As now provided in the last 3 questions raised, having review the intended Statement of Work and working practices the Authority considers that the IR35 regulations do not apply to this opportunity. 9. HMRC have provided guidance documentation on "Off payroll working in the public sector". In light of this guidance, please can the Authority confirm that it is not responsible for determining if the off-payroll rules should be applied in relation to this opportunity? As now provided in the last questions raised, having review the intended Statement of Work and working practices the Authority considers that the IR35 regulations do not apply to this opportunity. 10. Please can the authority confirm if there has been an incumbent delivering the service to date? As stipulated in the advert "Any work that's already been done", EA's ... have, under a previous contract, established a significant amount of reference content but definition of the overall Army framework remains incomplete. 11. For the right solution is there any flexibility in the start date to allow for notice periods to be taken into account. Unfortunately the customer requires a capability to be in place by 11th September. 12. Can the authority provide a date for when the contract will be awarded following the application closing date of the 23rd August. When the advert closes on 23rd August, the Authority will review the submissions and down-select to 3 suppliers whom will be asked to provide a written proposal . We expect to notify successful and unsuccessful suppliers on 25th August. The successful suppliers are expected to provide their written proposal by 0900 Monday 4th September, and contract award will be during that week in order for a start date of 11th September. 13. Can the authority confirm when written proposals will be submitted. Is this part of the initial application or will suppliers be contacted after the 23rd to submit their proposals. When the advert closes on 23rd August, the Authority will review the submissions and down-select to 3 suppliers whom will be asked to provide a written proposal . We expect to notify successful and unsuccessful suppliers on 25th August. The successful suppliers are expected to provide their written proposal by 0900 Monday 4th September, and contract award will be during that week in order for a start date of 11th September. 14. Can you provide a view regarding governance ie, how will the Army's approach to EA site against the Defence-wide architecting responsibility led by ISS? The Army's approach to EA will be informed by and coherent with Defence (ISS) EA policy, principles, patterns and approach. The Army EA function is working with ISS Design to develop an operating framework to ensure this.
