Tender description

A new national National Satellite Test Facility (NSTF) for the environmental testing of complete satellites is being procured by the Contracting Authority via multiple procurements. The full scope of supply may be procured either via running defined lots within a single procurement, or by running multiple procurements. A Supplier Industry/Information Day, providing further information about the project, and to give industry a chance to ask questions, is to be held on Monday 11th September 2017. See below for further information. The National Satellite Test Facility (NSTF) is a new national facility for the environmental testing of complete satellites (up to 7 tonnes mass). It is being funded by the UK Government in response to a study commissioned by UKSA into the status of existing space test facilities in the UK. The NSTF will consist of the following test facilities; — Centre of Gravity and Moments of Inertia. — 3 axis vibration. — Acoustic. — Large thermal vacuum chamber (~ 8m diameter x 8 metre long chamber), including pumping system and thermal control panels. — Electromagnetic Compatibility Chamber (EMC Chamber). — Antenna Test Range. Each of the above facilities will be procured as turn-key solutions from industry. Bidders may tender for one, or more, of the above facilities. The building for the NSTF is outside the scope of these tenders. The NSTF will be located at the Harwell Campus, Didcot, Oxfordshire, United Kingdom, and as installation and commissioning is within scope, bidders should expect to have a significant presence on site throughout the contract period. Commissioning of all facilities needs to be completed by March 2020. A Supplier's Industry Day about the NSTF project is to be held at the Rutherford Appleton Laboratory on Monday 11.9.2017.
