Why the Work is Being Done The New Style of IT (Deployed) (NSoIT(D)) programme will address the issues that exist across the deployed Mission Secret, Official and Secret UK Eyes Only (SUKEO) domains. These issues include: an incoherent architecture, out of service dates, aging technology, and commercial imperatives to exit contracts. Problem to Be Solved NSoIT(D) MGBC Tranche 1 and 2 remains on track for successful delivery in Mar 18, although on the most recent Programme Reporting and Management System (PMRS) report the programme was downgraded from Amber/Green to Amber. The primary cause was continued risk of insufficient suitably qualified and experienced personnel (SQEP) to deliver capability. These roles span: design and engineering; Architecture; Core Infrastructure; Integration, Test and Transition; Requirements; Applications; Through Life Support; Continuous Assessment; Project Management Delivery Support; Commercial Support; Legacy IT Systems and Maritime IT Systems, amongst others. Who Are the Users Land, Air, Maritime and Joint users in all physical environments, from 2018 onwards. A mission configurable solution that delivers potent and robust operational information services as part of the C4ISR capability. The solution should deliver a sign-on via a single set of credentials to evergreen services with reduced proprietary lock-in and improved value for money. Early Market Engagement Work Already Done After a successful Main Gate Business Case (MGBC), the NSoIT(D) programme entered the design phase for a mission configurable system, while in parallel it started to conduct de-risking and assessment activity for the next tranche of the programme. With the High Level Design complete and coherent with the Enterprise Architecture, the programme has now just completed the initial purchase of equipment for both infrastructure and a variety of types of nodes to support the deployed staff headquarters from 600 personnel down to single individuals. Existing Team Working alongside a number of ISS work streams and other MOD branches, the NSoIT(D) teams comprise a mix of civil servants, military and contractors totalling approx. 130 people, organised in 9 sections. Current Phase Alpha Work Location DPS is based in Corsham, Wiltshire. There may be a requirement for travel to other locations but these will be limited and T&S provision has been made; T&S will be paid at MoD Civilian Rates. Working Arrangments All tasking will take place from MoD Corsham and you are required there 5 days a week, the working day is 8 hours to include 30 minutes for lunch. Day visits may be required. No remote working is permitted. Overnight visits will only be permitted if permission is sought in advance. T&S will be paid in accordance with MoD Civilian Policy. All resources will be provided and access to the organisation's IT system; no personal or company laptops will be permitted on site. No other expenses will be paid. Intermediaries legislation applies to all posts within this assignment. Security Clearance SC clearance must be in place for every individual prior to the commencement and valid for the duration of the contract. DV Clearance is accepted. BPSS or Disclosure Scotland is not acceptable and the Authority will NOT sponsor Clearance. UK Nationals only; no dual nationality held at any time. Additional T&Cs The Authority WILL NOT sponsor SC Clearance, it must be in place and valid for the duration. Only T&S will be paid no other expenses. An initial Core Team (10-15 FTEs) would be expected to be provided at the outset and then ramp up during the contract period to an anticipated team size of around 30 FTEs. Skills & Experience 5% Proven track record of successful delivery of complex ICT programmes within challenging multi-stakeholder environment on an international stage. 5% Provide a team of Suitably Qualified and Experienced Personnel (SQEP) to meet the changing demands of an evolving ICT programme in an efficient, effective and timely manner. 7% Leadership Capability - Provide: Management of a SQEP team and its seamless integration into the programme; Strategy Support; MI reporting; enforcement of RAIDO policies and procedures 10% Design Capability - Provide: Design Leadership; SCRUM Master expertise and Agile Sprint Management; Design Engineering; Design Authority; Orchestration Framework; technical governance and change management; Problem Management. 10% Architecture Capability – Provide: Overarching Technical Architecture within NSoIT(D) boundary and externally; translation of requirements into architecture; Security Architecture; Security Assurance; RMADS; Services Architecture; Solutions Architecture; technology roadmap. 8% Core Infrastructure Capability – Provide: coordination of physical builds; Crypto/cyber and Networks Project Management (PM); requirements capture; Infrastructure PM and Maritime Infrastructure PM; procurement support; segregated browse capability. 5% Integration, Testing and Transition Capability – Provide: capability integration into Joint User environment; Verification and Validation; transition into service; ITEA PM; Land Deployed Test Management; migration from legacy systems. 5% Requirements Capability – Provide: A ‘Golden Thread’ that ensures aligned and coherent User and Service Requirements; Requirements Management, setting; capability acceptance; Technical SME expertise in Modelling Based Systems Engineering. 5% Applications Capability – Provide: Applications Security Assurance Coordination; application security cases; Security Assurance and advice; Applications On-boarding Management; migrate existing applications portfolio into required security domain whilst maintaining operations. 5% Through Life Support Capability – Provide: planning and coordination of end-to-end TLS; Service Transition Management; Licence Management; management of support contracts; a Service Management Framework; Integrated Logistics Support 5% Continuous Assessment Capability – Provide: analysis and recommendations on migration feasibility and new capability introduction; Innovation Management; assessment of Target operating Model and scope innovation needs; Studies Management. 6% Programme Delivery Support Capability – Provide: Project Management of a de-risked ‘Official Sensitive’ solution, including Maritime ‘official’ application on-boarding; Project Management of an operational SUKEO solution de-risked. 3% Legacy Systems Capability – Provide: Trials Support Management; assurance of planning and conduct of tests trials against JSP 600/604; legacy systems knowledge (DII, CENTRIXS, LC2, Type 4 and ASH); 10% Maritime Capability – Provide: Maritime Fleet Plotter expertise, creation and maintenance of Maritime Plot tool; Technical Publications Management; Maritime Process Management, AMEP; CIS Deployed Solution Installation Management. 5% Commercial Capability – Provide: Commercial Officer expertise for cost effective programmes, procurement and support strategies; knowledge/experience of EU/UK Law, Government policy, strategies and Transparency Agenda and Departmental Regulations. Meeting mandatory requirements of the Security Policy Framework, HMG and MOD Security Policies. • 10% Q4–CONOPS: Approach to Stakeholder Engagement and Governance and an articulation, or Draft ASP CONOPS, Operating Model and ToRs and how these artefacts will be maintained. • 10% Q5–Sustainment: An articulation of credible mechanisms and measures for how the ASP will ensure Knowledge Transfer and development of the MOD team for the duration of the Contract.
