Tender description

Arriva is one of four bidders shortlisted by Transport for Wales (‘TfW’) to bid for award of the Wales and Borders Franchise which encompasses operating the Wales and Borders Rail Services and South Wales Metro, anticipated to commence in October 2018 and expire in October 2033 (subject to any rights for TfW to delay the start date or extend the term) (‘Grant Agreement’). The Grant Agreement will include the development of the South Wales Metro, overseeing the transformation of the Cardiff Valley Lines (CVL) from a suburban rail network into a metro style operation, involving extensive infrastructure works. Arriva has, pursuant to the RISQS qualification system, established a new trains procurement to procure new fleets in order to meet the requirements of the Grant Agreement. Arriva is also hereby seeking lease finance for those new fleets. No contracts will be awarded unless Arriva's Grant Agreement bid is successful and is subject to approvals and consents.
