Tender description

The current contract for the CHPQA programme is due to come to an end in December 2017. The Department of Business, Energy and Industrial Strategy (BEIS) is therefore looking to re-tender the contract, with a start date of January 2018. The CHPQA Scheme is an annual assessment process that ensures that all CHP plants that benefit from government support through a variety of renewable energy and energy taxation policies meet a minimum level of energy efficiency. It exists to encourage investment in more energy efficient CHP, saving on energy costs and reducing CO2 emissions. A pre-market engagement day was held on 26th June, having previously published a Prior Information Notice, for exploring new ways of delivering the CHPQA programme. The Presentation and Questions and Answers from this event are included within the Invitation To Tender documentation. Requirements are subject to change depending on our negotiations with the EU. The contractor will be required to: Verify and certify CHP plants to ensure compliance with EU energy efficiency criteria. Ensure fiscal and other benefits to qualifying plant are compliant with relevant legislation. Provide clear advice to users and potential users on reducing energy demands through CHP. Maintain and further develop the programme methodology and online guidance. Develop and maintain a confidential database of plant operating data. Monitor UK CHP by compiling annual statistics on capacity and output of schemes for both UK and EU statistical reporting. Provide technical advice and support to businesses seeking to develop, maintain or upgrade accredited schemes via helpline and enquiry services. Provide enquiry and helpline facilities for current and prospective operators. Provide confidential policy support (including ad-hoc advice, data and modelling) to policy makers on issues.
