Tender description

This is to inform potential providers of the intention to advertise an opportunity for a range of integrated management systems (see II.3) relating to: Housing Management; Revenues and Benefits; Electronic Data Management; Self Service Portal; and Payment Processing and Income Management. The outcome of the soft-market consultation (see VI.3) may result in an opportunity for either a single integrated system or as separate defined lots. The solution may be hosted on infrastructure from the Contracting Authority or from provider(s). Migration, implementation, and integration will be included. The Lot descriptions and CPV codes are for holding purposes only. The structure of the arrangement has not been determined and will be developed with stakeholders prior to the publication of any subsequent award notice. Although advertised as potential supply arrangements, Cloud hosting may be considered. Cloud software supply and services must be accessed over the internet and hosted in the cloud. To include all core housing management functions to tenants and leaseholders. These functions include, but are not limited to, Allocations (including statutory services) and Voids Management, Tenancy Management, Rent Collection and Arrears Management, Property Purchase, Service Charges including service charges for tenants and invoice based service charges for leaseholders, with reduced scope for Repairs and Planned Maintenance, but excluding Asset Management, Compliance, Finance, and HR. The system will also include Mobile Working, Self-Service and Customer Relationship Management as part of the Integrated Housing System, but with the capacity to integrate with corporate systems. All core Council Tax, Benefits and NNDR functions for the purposes of billing, collection recovery and calculation/distribution of housing benefit payments. Document and record management functions including document scanning, image processing, web content, work-flow management and system controls relating to document life cycles and retention. This could be stand alone or integrated with line of business applications. Allow customers to access a range of services via various channels e.g. mobile devices or over the web, through a single portal that allows for single or multiple/different levels of sign on/security, and integrates with line of business applications. To manage income received from residents and all other sources of council income. This should include payment solutions to manage multiple payment methods including but not limited to direct bank payments, web payments, MOTO credit card payments, automatic telephone payments, face to face payments (including chip and pin) and remote kiosk payments. The system will need to interface the council's corporate finance system and other line of business applications.
