This tender opportunity has moved from a predominantly medical model of substance misuse treatment, where alcohol and drugs were treated separately, to a more recovery-orientated integrated substance misuse offer. This response will minimise duplication and offer streamlined pathways moving away from complexity and negativity and towards futures built on peoples' positive assets and skills equipping them to live independent and healthy lives within their own communities. Commissioners want to explore an innovative and integrative approach to supporting people with their complex issues to live independent and healthier lives. Commissioners want to pioneer a creative and flexible response for people experiencing 1 or a number of issues. This tender opportunity is looking for creative and collaborative partners who are fully prepared to work with us and our partners to understand and meet these future challenges. The Commissioners expect that during the term of the contract certain elements of the arrangements may be modified. Any such modification(s) (each a ‘Modification’) shall be strictly in accordance with Regulation 72 of the Public Contracts Regulations 2015 (the ‘Regulations’) and shall be effected in accordance with the change procedure set out in the conditions of the services contract. The nature and scope of the possible Modification is set out below: In addition to the value of this contract the commissioner has an additional sum of circa 200 000 GBP per annum to invest in specialist and community based trauma focused therapy/interventions for adults with complex lives. The commissioner reserves the right to put in place a framework agreement for this purpose within the lifetime of the contract. Should the commissioner not proceed with this, they reserve the right to pilot the delivery of a trauma-based offer for the client group of this contract.
