In Operations Directorate we are adopting an Operational Excellence approach that will enable us to deliver more effectively against our 3 imperatives of safety, customer and delivery, and our core KPI's. The benefits to be derived from this approach are many and include our ability, during Roads Period 1; to maintain a flat Opex profile; to deliver up to 30 % efficiencies for reinvestment; to become a better asset manager by building capability and having clearly defined end to end processes; and by helping people understand their role, responsibilities and accountabilities in the organisation through clear role profiles. In order to achieve this we will be bringing in a strategic delivery partner (sdp) to work alongside colleagues in Operations. This will enable the Operational Excellence transformation programme to be delivered at the required pace whilst leaving a sustainable legacy of change and improvement capability in Operations. Whilst working collaboratively with teams. We will invite tenderers to set out how they think these outcomes can best be achieved, what methods and resources they propose to use to deliver them, and the timing and value of the work they would undertake.
