Tender description

Wiltshire Council is seeking to commission new Housing Related Support contracts for customers who need an element of support to enable them to maintain a tenancy and live independently. The service will ensure that a person centred approach is undertaken at all times which promotes the independence of customers, the achievement of outcomes and a reduced dependency upon statutory services. Wiltshire Council will publish the tender packs on a national portal on the next working day in the United Kingdom (UK) following the publication of this notice. Please do not contact us regarding access of tender packs during this time. Lot 1 is to support High Risk Offenders in appropriate premises. The main aims of the Service are to enable male High Risk Offenders of 18 years and over to successfully transition from an offending institution and integrate into the community; and to support the Authority in the discharge of Swindon and Wiltshire's Multi Agency Public Protection Arrangements. Lot 2 divided by (North), (Central) & (South) seeks to support Single Homeless people with a wide range of needs. Contractors will need to support Service Users to deal with any root causes of homelessness and in high and medium level support services must be able to support people with complex needs and chaotic behaviours that may result from these. The value of £756,000 is total for the 3 areas, Bidders may bid for all 3 areas. Lot 3 is for floating support for single people, couples and families who may have a wide range of low level needs and who have been placed in temporary accommodation by the Housing department. The average length of stay in temporary supported accommodation is currently 3.5 months although it is recognised that some people will stay longer due to individual circumstances. Lot 4 is seeking to provide medium level support for young parents aged 16 — 25 years. The service aims to support young women generally from their 24th week of pregnancy and single young mothers, fathers and couples with their babies up to their child's first birthday. The overall purpose of the service is to support Service Users to successfully transition into parenthood and to move on to greater independence. Lot 5 divided by (North), (Central) & (South) seeks to provide high and medium level support to vulnerable young people aged 16 — 25 years. The main aim of this service is to support young people who are homeless or threatened with homelessness to develop the necessary skills for independent living and move into education, training and employment. Schemes will need to engage with and motivate young people with a range of needs including challenging behaviour and the majority of the budget has been allocated to the provision of high support places in recognition of this. The value of 600 000 GBP is total for the 3 areas, Bidders may bid for all 3 areas.
