Tender description

This PIN is connected to the previously published PIN, reference number 2016/S 106-189391 published on 3.6.2016. Network Rail, Transport for London and High Speed Two Limited (the Authorities) are intending to collaboratively procure an industry Health & Safety Passport System (HSPS). The purpose of this PIN is to provide an update to the market and to request feedback from the market by the completion and return of a Market Engagement Questionnaire. This PIN is not a call for competition and is not published to reduce time limits for the receipt of tenders. The Authorities reserve the right not to commence any procurement or award in respect of this opportunity. The Authorities are intending to publish a Contract Notice at a later date to request expressions of interest. Failure to register an interest in connection with this PIN shall not prevent any supplier/economic operator from participating in any formal procurement of HSPS. A High Level Requirements document is provided with this PIN to inform the market of the Authorities' provisional high level requirements for the HSPS. These provisional high level requirements may be revised before publication of the HSPS Contract Notice. The information contained in this PIN is subject to change due to impact of future development, consultations, governance and market engagement. Insofar as is permitted by law, the Authorities shall not be liable for any losses incurred by any party as a result of reliance on the information contained / linked herein. The Authorities require the HSPS to be implemented with the functionality of which is described in the HSPS Capability Drops documentation provided with this PIN. The Authorities are seeking feedback from the market to inform the procurement strategy and development of detailed requirements.
