Tender description
Installation services of radio equipment. Under the MORPHEUS Sub-programme the BATCIS Delivery Team is going through a significant programme of change to evolve the current Tactical Communication Information System (TacCIS) solution to deliver a technically & commercially Vendor Independent Open system. MORPHEUS will, in line with the Defence Information Strategy, deliver the tactical element of the Single Information Environment enabling decision support and information superiority for commanders in the Land Environment battle-space through the rapid exploitation of emergent technology to maximise user agility, and reduce delivery times and cost by eradicating vendor lock-in to become masters of our own destiny.The first step of the process is Evolve to Open. MORPHEUS has a requirement to establish a number of Authority managed Installation Design and Certification capabilities during the Evolve to Open (EvO) contract period and beyond. These capabilities will enable the conduct of platform surveys, platform installation design, EvO First of Type (FOT) installation, commissioning, certification and preparation for fielding activities on behalf of the Authority against an Army HQ (AHQ) endorsed fielding strategy and plan. The MIDaC procurement objective is to provide functions (and associated outputs) within the scope outlined below during the EvO D&D phase, as required by the Authority with an aim to: a) Inform the EVO system and installation design by identifying platform specific constraints and opportunities for improved installation (qualified), operation and maintenance and minimising disruption throughout platform conversion b) Manage and technically assure the Design Organisation(s) delivered, platform-specific installation designs of the EvO System in accordance with the Installation Design and Certification (ID&C) process, on a number of FOT platforms (circa 10-15); c) Manage and technically assure the Design Organisation(s) delivered, platform-specific installation designs for all EvO System recipient platform types (approx. 45 Land, 16 Maritime and 13 Air), to the point of Initial Design Review in accordance with the ID&C process; d) Increase the Authority's in-house levels of knowledge, Skills and Experience (KSE) of platform installation design and certification, to inform future tasking required to support large scale OFTs and fielding.
