Tender description
DFID Pakistan are designing a new programme to work on improving governance at sub-national and district levels in the provinces of Khyber Pakhtunkhwa and Punjab. The programme will focus on support to resolving governance blockages to improved service delivery. It will likely encompass a substantial technical assistance component as well as management of a challenge fund. It may include specific focus on selected federal reform issues where these are directly relevant to provincial service delivery performance. Its focus will be particularly on improved public financial management (PFM) and planning but the programme will retain the flexibility to allow it to identify and engage on other areas of governance reform as opportunities emerge. The prospective programme has yet to be finalised or formally agreed, but at this stage we anticipate that the total funding envelope, if approved, would be in the region of 30 000 000 GBP- 35 000 000 GBP, extending to 50 000 000 GBP, subject to possible extension periods. This is a prior information notice (PIN) only: publication and call for competition will be conducted once scope of work is fully defined and approved.
