Summary of the work Provision of advice and support to the LPS NOVA Programme, in particular to: • review existing strategies; • produce an ICT roadmap and service model; • document procurement and implementation dependencies; • document Revenue & Benefits user stories and requirements • produce Revenue & Benefits project documentation Expected Contract Length 12 weeks Latest start date 08/05/2017 Budget Range The budget for this procurement is estimated at £113,000 (ex. VAT) (Any proposal must be inclusive of all travel and substance) Why the Work is Being Done The Programme has been established as the way in which LPS can digitally transform its functions and services, allowing LPS customers to access services at a time and through a channel that suits them best. This assignment is to assist PS during the programme mobilisation stage, in designing and documenting LPS existing and aspirational services in advance of the procurement of a new Revenue and Benefits system. The work is not required by a certain date but the assignment is due to last 12 weeks therefore the work should be completed by August 2017. Problem to Be Solved LPS does not currently have a suite of documentation that will allow it to communicate the vision that it has for Digital Transformation to key stakeholders of LPS both internally and externally. LPS requires strategic support to both determine a transformation roadmap for the organisation and to create a suite of documentation in advance of the procurement of a new Revenue and Benefits system for LPS. The documentation must allow bidders to understand the functional and non functional requirements of an R&B ICT system capable of fulfilling the LPS Digital Transformation Strategy and Plan. Who Are the Users As a member of the Programme Team I need to understand all relevant strategies both within LPS and the NICS to ensure that the Programme is strategically aligned. As a member of the Programme Team I need to understand the roadmap for transformation within the organisation, the initiatives that will be undertaken and critical dependencies that exist. As a member of the Revenue and Benefits (R&B) Project in the Programme Team I need to understand the user stories, the legislative, technical, functional and non functional requirements that my system must fulfil for LPS and its Customers. The Provider will be required to facilitate workshops and engage with Programme Team and business area representatives on a group and individual basis. Current Phase Not applicable Skills & Experience • The proposed team must collectively demonstrate experience developing at least 3 Digital Strategies for Citizen Service organisations (4.5%) • The proposed team must collectively demonstrate over 5 years professional experience of delivering at pace with tight fixed deadlines (4.5%) • The proposed team must collectively demonstrate over 3 years experience developing user stories and requirements to inform ICT system procurement projects (4.5%) • The proposed team must collectively demonstrate evidence of planning service transformation programmes which incrementally, safely and securely transitioned to modernised technology, architecture and applications evidence of • working on complex programmes with many dependencies and integrations with backend and legacy applications, and with other public sector organisations (4.5%) Nice to Haves • The proposed team must collectively demonstrate at least 1 project displaying experience of developing digital strategy for public organisations. • The proposed team must collectively demonstrate at least 1 project experience developing user stories for the administration of council tax for a local authority in GB • The Supplier must be registered on eTenders NI (https://etendersni.gov.uk/epps/home.do) by the closing date, to enable any invitation to the second stage. Work Location Land & Property Services Department of Finance Lanyon Plaza 7 Lanyon Place Belfast, BT1 3LP Working Arrangments Working onsite with the LPS NOVA Programme Team 5 days a week (Monday –Friday) Security Clearance Basic Security Clearance required before contract award. Additional T&Cs Any outputs will be considered to be the property of the Department of Finance The successful supplier may be excluded from future LPS procurements relating to the delivery of the Revenue and Benefits System. No. of Suppliers to Evaluate 6 Proposal Criteria • How the proposed solution will meet user requirements, including approach and methodologies (20.88%) • Proposed deliverables, timeline with expected activities and outputs, and clearly defined roles and responsibilities (9.72%). • How risks and interdependencies have been identified and how these will be managed (5.4%). • Detail all costs (excl VAT) to meet the project requirements, including staff rates and days. Costs must include all travel and subsistence costs (40%). Is there scope to work 3 days onsite and 2 remotely instead of the stated 5 days onsite? No. The assignment will require a presence onsite 5 days a week as per the published opportunity. 2. Please clarify which Terms & Conditions will the services be procured under? This contract will be procured using the Digital Outcomes and Specialists 2 call-off contract. 3. Are bullet points 4 & 5 in the essential skills and experience being assessed as one or two questions? When we login and start the application there appears to be two separate boxes of 100 words, one for bullet point 4 and one for bullet point 5. This is one question split over two points. 4. Dear LPS NOVA Programme, Ref. Skills and experience Your first Essential skills and experience requirement quotes "Citizen Service organisations" is this something specific and distinct from "public organisations", which is the term you use in the Nice-to-have skills and experience? Thank you Yes, not all public organisations have a citizen facing element to their operations. 5. If TMMi was used as the assessment method would you be interested in achieving certification at a certain maturity level? No. 6. Can you confirm the number of projects in scope for the assessment? The assignment involves providing initial advice to the Programme. In its simplest form there are 2 parts:1. Strategic advice at a Programme level; 2. Specific advice to the R&B procurement project. 7. Can you confirm the tooling used to support your agile processes. The term ‘agile process’ is not one that is used in this organisation and therefore we have no ‘tooling’ to support it. 8. It appears that some of the work can be conducted remotely would you be prepared for us to work offsite for some of this engagement. The TOR states ‘Working onsite with the LPS NOVA Programme Team 5 days a week (Monday –Friday)’
