Tender description
Why the Work is Being Done Home Office is currently using an external cloud provider and is intending to move the platform to an in-house Amazon Web Services (AWS) solution. This needs to be in Beta by 1st November 2017 ready for running live service by February 2018. Problem to Be Solved The HO Digital Capabilities programme deals with a significant amount of data and our current hosting provider has reached its potential. Home Office has determined that the in-house Amazon Web Service platform is the most appropriate location to run these services. Problems to be solved are the migration of all the digital services to the new platform within the time frame and with minimal disruption to the live service. Who Are the Users As a user from Border Force I need to know that the quality of data provided is fit for purpose so that I can report effectively to the senior stakeholders. As a user of the system I need these reports to be available during core hours and information must be up to date after out of hours processing. Early Market Engagement Work Already Done Initial analysis undertaken for the transition from current Cloud Host provider and approval gained to move to a new AWS environment within the Home Office. Existing Team The current service provider will continue to support the existing hosting environment, the supplier will collaboration between the two teams to ensure a smooth transition. Current Phase Alpha Work Location London Home Office sites Working Arrangments The supplier is expected to construct a feature team made of up of the specialist skills required to deliver the outcomes. We expect the supplier to be flexible to our needs and can make working with a mixed team across multiple sites effective. In general we would expect resources to be on site 5 days a week. Occasional travel to regional sites may be required, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Security Clearance All staff must be SC cleared. We will ask bidders for details of key personnel who would be assigned if successful, and initiate clearance process; terminating for unsuccessful bidders. Additional T&Cs The transition from existing supplier to new host should be seamless from a user experience point of view and as a minimum they should have the same access and level of services as before. Pricing – Bid responses will be assessed on a Fixed Price model Skills & Experience Experience of meeting GDS Standards and experience of designing secure cloud solutions with high availability, resilience and disaster recovery – 1% Experience of leading projects through technical design assurance processes and managing Infrastructure-as-code – 2% Experience of building services on AWS and migrating systems between data centres – 3% Experience of deploying big data solutions in cloud environments and developing cloud platforms using Agile methodology – 3% Experience of integrating external multiple data feeds and optimising data processing pipelines – 2% Experience of deploying services using Docker and Kubernetes – 1% Experience of configuring and deploying Greenplum DB, Tableau, NodeJS applications and Python applications – 1% Nice to Haves Provide evidence of configuring and deploying PostgreSQL and of optimising Greenplum data calls – 1% Provide evidence of configuring and deploying Kafka, Wherescape RED and application monitoring using ELK Stack – 1% No. of Suppliers to Evaluate 3 Proposal Criteria Written response as to the type of agile delivery method proposed Specific competencies: Ability to transfer to Business as Usual Plan: The quality of the delivery plan for the first phase of engagement and statement of work Policy: Cloud – open source – IPR and Licensing Security: Compliance with people security requirements Cultural Fit Criteria Commitment to excellence – 1% Experience working with public sector organisations – 1% Working collaboratively with key contacts in Home Office and suppliers – 1% Transparent and collaborative when making decisions – 1% Culture of taking responsibility for owning issues and resolving problems – 1% Payment Approach Fixed price Assessment Method Written proposal Work history Presentation Evaluation Weighting Technical competence 65% Cultural fit 5% Price 30% Questions from Suppliers Budget range
