Summary of the work You will play an integral role in shaping how the future of LEDS will operate in a BAU environment. You will act as the lead for Sustainment planning and scoping where you will work closely with HODDaT Live Services to ensure the business needs of service transition are understood. Specialist role Service manager Expected Contract Length 3 to 6 months Latest start date Thursday 1 June 2017 Who Speclialist Work With To work to Policy and Compliance Lead. To work closely with Home Office Digital Data and Technology (HODDaT) Live Services Manager. What Specialists Work On Defining a target operating model and business functions that need to be established to support the ‘to-be’ operations of a sustainable NLEDS operation which include funding, governance, and transition strategy Defining high level plans that will deliver the functions described above. Including resources required, high level delivery schedule and the success criteria that will show when an initial operating capability has been delivered; Upskilling and transferring knowledge of business led sustainment to the current live services Service Manager You will accountable for the delivery of a PID, Stand Up Plan, Business Case, Vision & Objectives, Strategy & Plan, Organisation Design. Skills & Experience • Organisation Design- design and implementation of an integrated organisational structure, role profiles, culture, performance measures, competencies and skills to enable change • Stakeholder Engagement- Strong communications, relationship building, negotiation and influencing skills; able to ensure that advice regarding the service specialism is acted upon. • Project Management - development and implementation of business processes to meet defined business needs; acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales and quality. • Risk, issue and dependency management Nice to Haves • ITIL and Business Service Management - Planning, implementation, control and review and audit of service provision to meet customer requirements • Public Sector or Critical National Infrastructure Governance- Establishment and oversight of an organisation’s approach to the use of information and IT • Knowledge of large organisation Funding Models • Knowledge and Understanding of Law Enforcement Operating Models • Knowledge and Understanding of the government digital agenda Work Location • Primary location: Home Office, Marsham Street, Westminster, London; Moving to Croydon later in the year. • Other London sites. Working Arrangments Onsite full time Security Clearance SC or ability to be cleared to SC level Additional T&Cs T&S will not be payable for travel to sites within the M25. What is the IR35 status of this opportunity? We are awaiting further internal guidance on reviewing upcoming roles in line with the IR35 legislation. The role will undergo a status review prior to award of contract. 2. What is the budget for this? We have not published a budget for this role as we are looking to the market to inform the rate. 3. Is the authority open to discussion about agreeing to state in the call-off agreement (not the framework agreement) how the services shall be delivered by the supplier, namely the specialist deciding how best to deliver the service in order to meet the authorities requirements, and the supplier having the right to offer an alternative specialist if the need arose? We are happy to have a discussion with regard to the best way to achieve our desired outcomes. 4. Is the role inside or outside IR35? The intermediaries legislation applies to this engagement and it is, therefore, 'inside' IR35.
