Tender description

Village Renewal links to Council’s Community Plan and aims to build on the overarching fabric of a village. Eighteen villages across Mid and East Antrim Borough have been supported to develop or revise Village Action Plans. These action plans set out a vision for how each village can continue to improve and sustainably develop. A detailed community engagement process has taken place in the period November 2016 to May 2017 conducted by consultants from Insight Solutions led by Fergal O’Donnell. This process has been community led but has not involved technical expertise to date. Through valuable community engagement process a range of key actions have been identified to improve the overall physical, economic and social aspects of each village and to address local needs. As part of the Programme financial assistance is available to support small scale infrastructure projects and for other capital and marketing initiatives which can be seen to improve the village. Therefore, in addition to the action plans, each village has been supported to develop a ‘priority proposal’ to identify a key action they wish to put forward for consideration of funding. It is now necessary to quality assure these eighteen proposals and to determine the precise technical requirements relating to each of the priority proposals and to work these up into technical reports including accurate costs which can accompany each of the priority project plans prior to them advancing through the assessment framework that has been independently developed for Council. The assessment framework will rank the Mid and East Antrim Village Renewal Priority Projects according to how well they meet the various assessment criteria. There is a fixed total amount of funding which will be available only to those highest ranked projects. There will be a minimum of 10 projects, however this may be increased depending on the costs of the individual priority projects.
