Tender description

Please note that this Prior Information Notice is not a Call for Competition in respect of Regulation 28 of the Public Contract Regulations 2015. The Department for Environment, Food and Rural Affairs (Defra) wishes to give notice of a potential contract opportunity in respect of the design, supply, installation, testing, and commissioning of two separate rotary kiln incinerator process lines at the Animal Plant Health Agency facility in Weybridge, Surrey. The procurement will also require the supplier to enter in to a separate operational support contract for both incinerators for a five year period following successful commissioning. The incinerator process lines will need to be capable of operating in duty and standby mode, with the first incinerator installed in to a new extension to the existing incinerator housing (to be undertaken by others) and the second incinerator installed in to the current incinerator housing footprint. To ensure continuity of incinerator availability for the Apha site the first new incinerator will be fully commissioned prior to the existing incinerators being decontaminated and decommissioned (to be undertaken by others), where after the second new incinerator will be installed into the existing building. Each rotary kiln incinerator shall be designed to process 500kg per hour of solid waste and 100kg per hour of aqueous waste. The waste will include a wide range of materials with net calorific values ranging from 4-25MJ/kg. The following is indicative of the specific requirements for the incinerator plant and associated enclosures: — The rotary kiln seals and any seals for ash systems shall prevent fugitive emissions under normal and any reasonably foreseeable abnormal circumstances; — After burning chamber to ensure incineration conditions at a minimum temperature of 850°C (non-hazardous waste) or 1,100°C (hazardous waste) and two seconds residence time after last addition of combustion air; — A waste heat recovery boiler with a rated capacity of approximately 2,500 3,400kg/h producing low pressure steam of approximately 11 BarA4-7barg ) for use on site; — A flue gas treatment process that uses a feedback loop to automatically adjust process chemicals; — An automated bin washing and drying system with high water efficiency, and ability to sterilise bins using heat and/or disinfectant; — Viewing ports and a viewing camera into the rotary kiln; — The potential reuse of existing Continuous Emissions Monitoring Systems (CEMS) equipment; — A four cubic metre aqueous waste holding tank and pumping system to incinerator refrigeration unit/room for waste; — Metal skips for bottom ash; — Sealable 1m3 powder bags for air pollution control residues; — A facility for daily bottom ash testing so that it can be recycled; — Access for maintenance in normal operation and shutdowns; — Computational fluid dynamic (CFD) simulation of flue gas stream; — Building Information Modelling (BIM) Level 2 in design and operating life; — Processing a range of wheelie bins including, but not limited to, in plan 1,000 mm x 1,200 mm and 1,000 mm x 1,600 mm and plus 600 litre, and 1,100 litre wheelie bins; — All components and spare parts must be readily available in the UK for the life of the facility; and — Facility design life of 25 years. The incinerators shall comply with the European Union Industrial Emissions Directive (IED) for incinerator and flue gas treatment system for hazardous wastes with zero liquid effluent.
