Tender description

A 15 month contract for the provision of Early Help Home Volunteer support within Surrey for families with a child aged under five years of age. This contract is anticipated to start no earlier than 5 month's time from the expiry of the PIN. This is a procurement under the Light Touch Regime and accordingly the contract will be awarded without further publication. Providers are invited to express their interest in being awarded this contract giving a full explanation of how they will meet the criteria in writing to the Council at the email address detailed in paragraph I.1) by the 18.8.2017 at 10:00 Please submit expressions of interest in writing to the email address detailed in paragraph I.1 (winnifred.adepegba@surreycc.gov.uk). This notice will be only used once and if there are no expressions of interest the contract will be directly awarded to Home Start Surrey. The providers are expected to demonstrate through an expression of interest: — that they are able to deliver a county-wide home-visiting family volunteer service — a network of appropriately trained volunteers (at least 300), scheme management and coordination — experience of working with families with young children, facing isolation, post-natal illness, disability, mental health issues, bereavement, multiple births, financial challenges — experience of working at a local level as part of a joined-up pathway for families (of at least two years); — systems and processes in place to ensure governance, safeguarding, accountability and workforce development — consistent with the Surrey Safeguarding Children Board Policies and Procedures — social value including match fund-raising and recruitment of volunteers who go on to access further employment, education or training — financial viability to deliver services for 15 months.
