Summary of the work We need a Technical Architect to provide assurance to our growing team in Bedfont Lakes and give direction to the multi-disciplinary, agile teams regarding the delivering digital data quality services that meet the needs of users. With the overall objective of improving the quality of data received from airline carriers. Specialist role Technical Architect Expected Contract Length up to 24 months Latest start date Friday 25 August 2017 Maximum Day Rate £800 ex-VAT Who Speclialist Work With A multi-disciplinary agile team including UX designer, front-end developers, back-end developers, content designer, dev ops, architectures, product and delivery managers, business analysts and service manager What Specialists Work On Provide technical leadership and consultancy to internal and external development teams; collaboratively design and encourage communication across multiple development teams to identify strategic requirements and dependencies; identify and drive improvements in our processes for integration with third parties; apply agile methods to development and completing quality assurance practices; set standards and ensuring delivery targets are met; advise product and delivery managers on the estimated effort and technical implications of current and backlog user stories; form relationships with external suppliers; help enable the reuse of patterns, tools, and components across the whole government service landscape. Skills & Experience • Minimum 4 years experience of providing technical leadership and consultancy to both internal and external development teams – 7% • Proven ability to identify and drive improvements in our processes for integration with third parties (examples of previous experience and success expected) – 3% • Minimum 4 years experience of collaboratively designing and evaluating data matching strategies – 6% • Encouraging communication across development teams to identify strategic requirements and dependencies (examples expected) – 3% • Awareness of emerging security issues (examples expected) – 3% • Experience in advising product and delivery managers on the estimated effort and technical implications of current user stories, as well as those in the backlog – 4% • Evidence of successfully forming relationships with external suppliers – 3% • Proven ability to read and understand solution design documentation (examples expected) – 6% • Proven experience in understanding of how to influence senior management and communicate with both technical and non-technical audiences (examples expected) –6% • Proven experience of presenting projects to Technical Design Authorities and Security Working Groups and gaining their buy-in to development and delivery options – 6% • Proven knowledge and experience of using specific technologies: – 8% Docker; Kubernetes; Drone; Greenplum; Tableau; AWS; Terraform; • Demonstrable knowledge of working with aviation data from a data quality perspective – 10% Nice to Haves • Understanding of the relevant legislation pertaining to information management within the Government/Public Sector – e.g. Government Data Standards / Data Protection Act / General Data Protection Regulation • Understanding of data quality stands relating to ISO 8000-1 • A view of technology as an enabler of great digital services • An eagerness to influence how digital services are delivered, both at GDS and across government • Evidence of successful knowledge sharing with technical staff and managing stakeholders • Experience working in a dynamic organisation with rapidly expanding users and changing requirements • Interest in forming government best practices, standards and policies • Understanding of how to prioritise work in a fast, customer centric, environment • Understanding of agile environments, continual delivery techniques and DevOps cultures Work Location Main location for the work will be at Bedfont Lakes Business Park for 4-5 days a week, with occasional other locations being central London and Croydon. Working Arrangments The supplier is expected supply a resource working within a feature team made of up of the specialist skills required to deliver the outcomes. We expect the supplier to be flexible to our needs and can make working with a mixed team across multiple sites effective. Off site and remote working can be accommodated, however due to security considerations this would need to be discussed. Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Security Clearance All staff must be SC cleared. We will ask bidders for details of key personnel, if successful the bidder will be asked for confirmation of security clearance or we will initiate clearance process. Can you please confirm this senior specialist and highly skilled role is outside of IR35? We don't yet know the IR35 status of this role. The IR35 status will depend on information the preferred supplier must provide before a contract can be awarded 2. Is this role inside or outside of IR35? See response 1 3. The Essential skills and experience there is a wide range of technologies; Docker (Containers/deployment), Kubernetes (orchestration, scheduling, manage containers); Drone (Continuous delivery platform built on Docker); Greenplum (MPP database); Tableau (BI/Analytics tool); AWS (Web Services); Terraform ( tool for building, changing infrastructure etc); A)Can you provide more information on what aspects of these technology stacks you are expecting candidates to have experience of? B)AWS has a broad range of cloud computing services, can you be more specific on the skills/experience required? C)Are you using Tableau for data quality assessments or another DQ product? (The HO has Talend on other projects We expect the technical architect to have hands-on experience with all of these technologies so that they are able to contribute effectively to the project; ensuring that designs have an appropriate level of detail and guiding the delivery team in their implementation.The architect is expected to have a solid understanding of both the full range of AWS services that may be used by the project and also the relevant good practices and processes that the delivery team should be adopting.Tableau is used to visualise the DQ scores that are stored in a presentation layer within our database. 4. Can you please advise the details of any automated data quality solutions that will be available to the Data Quality Technical Architect or if you are expecting the successful party to recommend or propose solutions at extra cost? Also, can you please confirm if the maximum day rate is inclusive or exclusive of expenses? Part of the role of the DQ architect is to provide advice and guidance in this specialist area, which may include software recommendations if this provides business value.Maximum day rate is exclusive of expenses, which will be paid in line with Home Office Policy 5.
