Tender description

The Council requires 1 or 2 suppliers to supply, deliver and install up to 40 bus shelters within the Greater Redhill Area. The Council requires 1 or 2 suppliers to supply, deliver and install up to 40 bus shelters within the Greater Redhill Area to provide a pleasant and welcoming environment for waiting passengers to encourage greater use of the local bus network. Bus shelters must be appropriate for the local environment into which they are to be installed. They must be strong, robust and durable and capable of withstanding typical weather conditions with a high resistance to vandalism. Shelters should also be capable of accommodating Real Time Passenger Information (RTPI) displays which will provide live information on bus arrival times. All shelters should meet DDA specification (Equalities Act 2010) and be safe, secure and fit for use on the highway. Delivery and installation of bus shelters, including any associated groundworks is also required. We identify up to 5 existing bus shelters which will need to be removed and replaced. The Public Services (Social Value) Act 2012 requires the contracting authority to consider: (a) how what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and (b) how, in conducting the process of procurement, it might act with a view to securing that improvement Surrey County Council considers social value for all goods, works and services it procures over 100 000 GBP. Social Value is a fundamental part of assessing value for money and determining the most economically advantageous tender. Accordingly, this tender will take into account the social value objectives of the Council relating to the economic, social and environmental well-being of the county. Delivering social value is about embracing a culture of civic leadership and delivering additional value over and above the core requirements/outcomes outlined in the specification. The Council will be actively seeking partners who share this commitment to social value and who are willing to work proactively to deliver social value within the county of Surrey. Bids received in response to this notice will in part be evaluated on the basis of the tenderers approach to delivering social value. Tenderers will be provided with the Councils Social Value Measurement Charter which outlines the Councils social value objectives and uses financial proxies to quantify the social value delivered through contracts. Social value commitments made at the tendering stage will form part of the overall contractual commitment and will be monitored using key performance indicators during the contract term, therefore tenderers should ensure commitments made are within their capacity and capability to deliver.
