Tender description

The project is split into 2 Lots. The first Lot being the replacement of two existing Out of Gauge arrivals baggage reclaim systems in both the North and South Terminals with two new Out of Gauge systems, based upon an options design / concept design. The second Lot is to provide an additional arrivals carousel in the North Terminal based upon a concept design solution. The carousel will provide a suitable arrivals belt contingency for wide bodied aircraft baggage. This installation will be undertaken during the winter of 2017/18 so as to provide the required capacity for summer 2018. Tenders are requested for outright purchase only. Arrivals Out of Gauge Reclaim in North and South Terminal 1.1 The project is required to replace the two (2) existing Out of Gauge (OOG) Arrivals baggage reclaim systems in both the North and South Terminal with 2 new OOG systems, based on an options design solution developed by BagLOGIX (Concept Design). 1.2 Each system is to incorporate a new off-load dock integrated into the existing arrivals process, a feed line through to the passenger reclaim area and a baggage offload point integrated into the existing passenger reclaim area. 1.3 It is recognised that the proposed OOG systems will occupy space that is currently used for the existing OOG. 1.4 Contractor's Scope of Work: 1.4.1 The contractor's scope of work will be to remove two (2) existing OOG lines and survey, develop detailed design, obtain approvals, manufacture, deliver, install, integrate, commission and make fully operational 2 complete arrival's OOG lines as described under Paragraphs 1.1 to 1.4. 1.4.2 The Contractor is to provide a detailed design solution taking into consideration of the latest technological advancements and innovations but should not deviate from the Outline Design parameters and concept. 1.4.3 The design shall incorporate the Employers Technical and Performance requirements other project and airport requirements, technical and performance criteria, manufacturer's specifications, relevant British Standards, CE & EN Standards, IATA Standards, CDM Regulations and HSE Standards and practices. 1.4.4 The Contractor must demonstrate how passengers dwelling in the Arrivals OOG areas will be impacting the flow of passengers within the existing baggage reclaim areas in the relevant Terminal. 1.4.5 The Contractor must also demonstrate that the fire escapes relative to occupancy within the individual terminal complies to the current Birmingham Airport Fire Strategy. 1.4.6 Each new system will be designed in line with the concept design and the Employers Requirements and will comprise but not be limited to the following: — belt conveyors and roller beds including an off-load dock integrated into the existing arrivals process, a feed line through to passenger reclaim area and a baggage offload point integrated into the existing passenger reclaim area. — control panel complete with new hardware, PLC, HMI, software, programming and integration into the existing SCADA, etc, — new SCADA hardware, software, programming and integration into the existing SCADA, etc. — cable containments, mains and control cabling. — emergency stops compliant to the Employers Requirements. — Sensors for detecting inappropriate access to the baggage system within the passenger area which shall automatically shutoff of the entire OOG system during such a detection with simultaneous activation of a local audible and visual alarm and an alarm signal to the Airport Control Centre. — Field devices and equipment. — wall mounted roller shutter fire doors. — draught curtains. 1.4.7 The design, procurement and installation phases are expected to last a maximum of 14 weeks from award. Additional Arrivals Carousel Capacity in North Terminal 2.1 The project is required to provide additional capacity, whilst ensuring that the carousel is designed with consideration for the impact of the master plan. 2.2 This project is to install one (1) Arrivals carousel based on a concept design solution developed by BagLOGIX. The carousel will provide a suitable arrivals belt contingency for all wide bodied baggage aircraft, as currently the Airport only has one suitably sized belt. It is proposed that the installation would be completed this winter to provide the required capacity in time for Summer 2018. 2.3 The North Terminal baggage hall presently has six arrivals carousels and one out of gauge belt (OOG). A key factor for arrivals carousels is the physical presentation length available for passengers to identify and claim their luggage from the carousel. There are also a number of other factors that influence the baggage presentation length including late delivery of baggage and passengers being delayed in immigration. 2.4 It is recognised that the proposed carousel will occupy space that may ultimately become Immigration space in the medium term and the design needs to be cognisant of this to allow the carousel to be relocated as required. 2.5 Presently the airport only has one carousel close to suitable size for code F aircraft. With this project the airport will have 2 carousels both suitable for code F aircrafts a day. 2.6 Asset life needs to be considered, and the carousel is to be of a suitable design so that it can be relocated as the footprint where it will be located is taken up by the immigration hall within the next development plan. 2.7 Contractor's Scope of Work: 2.7.1 The contractor's scope of work will be to survey, develop detailed design, obtain approvals, manufacture, deliver, install, integrate, commission and make fully operational a complete arrival's carousel as per the requirements described under Paragraphs 2.1 to 2.7. 2.7.2 The Contractor is to provide a detailed design solution taking into consideration the latest technological advancements and innovations but should not deviate from the Outline Design parameters and concept. 2.7.3 The design shall incorporate the Employers Technical and Performance requirements other project and airport requirements, technical and performance criteria, manufacturer's specifications, relevant British Standards, CE & EN Standards, IATA Standards, CDM Regulations and HSE Standards and practices. 2.7.4 The Contractor must demonstrate how passengers dwelling in the new carousel area will be impacting the flow of passengers within the existing baggage reclaim areas in the relevant Terminal. 2.7.5 The Contractor must also demonstrate that the fire escapes relative to occupancy within the individual terminal complies to the current Birmingham Airport Fire Strategy. 2.7.6 The Contractor will need to review, propose and provide alternative positions for trolley bays (may need to depart from the double to singles). 2.7.7 The Contractor will need to relocate the UKBF parking spaces to a position designated by the Airport Authority. 2.7.8 The new system will be designed in line with the concept design and the Employers Requirements and will comprise but not be limited to the following: — friction drive, overlapping rubber slat, carousel, flat or inclined. — stainless steel finish in passenger areas and high quality powder coated finish (or galvanised) in non-public areas. — control panel complete with new hardware, PLC, HMI, software, programming and integration into the existing SCADA, etc, — new SCADA hardware, software, programming and integration into the existing SCADA, etc. — cable containments, mains and control cabling. — Emergency Stops compliant to the employer's requirements. — Field devices and equipment. — wall mounted roller shutter fire doors. — draught PVC curtains.
