High Speed Two (HS2) Limited is responsible for developing and promoting the UK's new high speed railway known as High Speed 2 (‘HS2’) and plans to formally commence the procurement of rolling stock for HS2 in Spring 2017. The scope of the competition is anticipated to include the following: — The design, building, testing and commissioning of a fleet of High Speed trains in advance of the anticipated commencement of passenger services in 2026. — The maintenance and servicing of the new fleet for an initial term of circa 12 years from acceptance (and beyond this term, the potential provision of further follow on technical support and spares supply). HS2 Ltd intends to procure the rolling stock on the basis of proven technical capability of designing, manufacturing, maintaining and refurbishing High Speed trains. Interested parties should note that the estimated contract value of c. 2 750 000 000 GBP includes Capex and 12 years' Opex costs. The selection of the supplier is expected to consider their track record of delivering technical and operational flexibility (including integration of railway systems), meeting contractual commitments, and the whole life cost of the proposal over the entire design life. The successful party will be contracted to manufacture and supply a fleet of High Speed trains, capable of operating on new and existing railway routes within the gauge and other constraints of that network. The trains will need to operate on the existing UK infrastructure and on the UK's new HS2 network at speeds that deliver specified journey times. Applicants will be required to demonstrate that they have the appropriate financial standing for a contract of this size, recognising the possible introduction of private finance.
