Tender description

Islington Council is seeking to appoint one contractor to a single supplier framework agreement. The arrangement will be monitored against a range of indicators which the provider will be expected to achieve. The details of these indicators will be included within the contract specification and the successful organisation will need to demonstrate they have the capability and capacity to meet these requirements. The services will be required by Islington Council and the following participating organisations who may access the framework agreement: London Borough of Haringey, London Borough of Tower Hamlets and London Borough of Waltham Forest. The requirement A Supplier to provide On-Street / Off Street Parking Enforcement / Management resources and expertise in line with the Traffic Management Act 2004, Protection of Freedoms Act 2012 and any other relevant legislation. The Core and Non-Core services required are listed in the advert and pricing schedule. Procedure for awarding each call-off under the Framework Agreement Each other participating London Borough can call-off from the list of core and non-core services at the prices submitted by the winning framework provider in their tender submission. All call-offs have a maximum duration of 84 months. Term of the Framework Agreement The term of the framework agreement will be for 48 months to include an 84 month call off by Islington Council from the estimated start date of 1.9.2017. The duration of the framework agreement will be 48 months. Other participating authorities may choose to opt into the framework during the term of the 48 month framework, depending on when their existing contracts expire. The duration of the overall contracts will range from a maximum of 84 Months (for a contract entered into at the start of the framework) to a minimum of 36 Months, so that all call off contracts will have a co-terminus end date and expire at the same time on 31.8.2024.
