Tender description

This is a prior information notice (PIN) only: Publication and call for competition will be conducted once scope of work is fully defined and approved. DFID intends to publish a new competition opportunity in February, where we will be seeking to appoint a Service Provider (SP) to manage a 3 year programme, commencing in May 2017 to support the Government of Sierra Leone to implement its decentralised WASH services policy. 1. The objective of this programme is to support the much-needed provision of improved water, environmental, sanitation and hygiene services in Sierra Leone, in line with the President's Recovery Priorities and the Agenda for Prosperity (A4P). This will be done through operationalising; the National Rural Water and Sanitation Programme (NRWSSP) alongside the National Water Resources Act and SALWACO Act once approved by Parliament, and will contribute towards the Government's aim to ‘mainstream sanitation issues into the national, regional, district and community development plans.’ 2. The SP is required to manage a programme of support which will operationalise each of the named Acts and Programme. This support will comprise four distinct but related elements: i. Institutional strengthening of the Ministry of Water Resources (MWR), enabling them to oversee the effective delivery of the NRWSSP, working in support of local councils. ii. Institutional strengthening of the Ministry of Health and Sanitation (MoHS), enabling them to effectively lead, monitor and evaluate improvements in sanitation and hygiene promotion practice across Sierra Leone, working alongside local councils. iii. Development of a sustainable model to provide WASH and waste management in small towns by piloting approaches in at least 2 towns. iv. Establishment and institutional strengthening of the National Water Resources Management Agency (NWRMA), enabling them to effectively carry out their mandate set out in the National Water Resource Act. The SP will comprise a team with WASH experience. The team will have demonstrable experience of: institutional strengthening, institutional policy development and developing and maintaining good working relationships with technical and political stakeholders.
